Vietrades pieeja pilsētas vides plānošanā

Abstract

Kā dzīvas būtnes un topogrāfiskus vides elementus mūs vieno atšķirīgais un daudzveidīgais. Taču mūsdienu vides ģeogrāfijas un pārvaldības prakses, ieskaitot pilsētas vides plānošanu un dizainu visos mērogos un virzienos, lielākoties ir aizņemtas ar pretējo – kā efektīvāk realizēt standartu un normatīvu ieviešanu, praktizējot modernismā balstīto universālo noteiktību par vienīgo veidu, kā viss ir izdarāms, kas ilgtermiņā nevienmēr ir sniedzis gaidīto rezultātu. Šādas prakses, realizētas unikālos kontekstos, tiek institucionalizētas un instrumentalizētas kā normatīvi, un nereti fokusē šodien pieejamos un arī no nākotnes aizņemtos resursus tikai un vienīgi uz telpu kā pamata “darba lauku”, kas mūsdienās ir, kā tiek argumentēti iztirzāts šajā bakalaura darbā, nepilnīgi. Šī bakalaura darba pētījuma mērķis ir dominējoši telpiskajā pilsētas vides un teritorijas plānošanas diskursā iztirzāt vides zinātnes, ģeogrāfijas un filozofijas teorijās balstītu alternatīvu vides plānošanas (un dizaina; no abstrakti iztēlotā līdz racionāli ieviestā) pieeju vietradi (no angļu valodas „placemaking”), kas, izsakoties vienkārši, apzīmē procesu, kura laikā telpa tiek tranformēta par vietu (telpā tiek radītas vietas). Vietrade tādējādi mūsu attiecības ar vidi nevis sašaurina, bet ļauj paplašināt un padarīt daudz ekoloģiski apzinātākas – tādas, kas ir ne tikai resursus taupošas, bet arī ģenerējošas. Bakalaura darbā iztirzātā vietrades pieeja un tās konteksts primāri aicina iedziļināties topoloģiskajā saiknē „telpa – ainava – robežas – vieta – prasmes – rūpes – laiks”, kas ilgtermiņā paver iespējas cieņpilni pārskatīt to, kā mēs radām un lietojam ne tikai valodu, bet arī telpu, lietas un vietas.

As both living beings and topographic elements we are bound together through and within because of the environmental diversity. Nevertheless given environmental geography and management practices, including urban planning and design throughout all scales, seems to have become largerly focused on the opposite mode of operation – how to ever more effectively realize standardization and implementation of normatives, by practising modern thought of one universal certainty which not always delivers the result. These practices, when realized in unique contexts, become institutionalized and intrumentalized as aforementioned normatives, and therefore not so rarely focuse available resources only to the space and the spatial as the main planning object, what not might be, as argued in this bachelor thesis, entirely correct. Goal of this bachelor thesis is to add into the dominating spatial urban and territorial planning discourse alternative approach – placemaking, which in this context is being argued as from the environmental science, geography, philosophy and planning (including design) point of view. Placemaking, putting it simple, is the process of space turning into the place. Placemaking therefore expands and enables much more deeper, aware and ecological relations to our environment – it turns this relation from resource consumptive to generative mode of action. Placemaking approach argued in this thesis primarily invites us to explore following topology “space-landscape-borders-place-skills-care-time”, which in the long term run discloses opportunities to respectfully review how we create, make and use not only the language but also space, things and places.
