It is important to understand previously mentioned ten criteria for perfect implementation by Hogwood and Gunn, because they will be used in empirical part of the thesis, where rural development programm 2007-2013 will be analysed. The empirical part of this thesis will consist of implementation analysis and case study thereby both quantitative and qualitative methods will be used, because data will be collected, processed and analysed.
