Vērtspapīru tirgus pasaulē, tā tiesiskā regulējuma nepilnības Latvijā

Abstract

Diplomdarbā tiek pētīts vērtspapīru tirgus Latvijā un pasaulē, lai noskaidrotu vērtspapīra tirgus tiesiskā regulējuma nepilnības Latvijā. Diplomdarba pirmajā nodaļā tiek skaidroti teorētiskie aspekti par vērtspapīru tirgus būtību tā principiem, tirgus veidiem, ieguldīšanas pamatprincipiem un tiek apskatīts vērtspapīru tirgus regulējums un dažādie vērtspapīru veidi, kā akcijas, obligācijas, kas ļauj noteikt vērtspapīru nozīmīgumu valsts ekonomikas attīstībā. Otrajā nodaļā tiek pētītas atšķirības starp Latvijas un Baltijas Valstu vērtspapīru tirgus tendencēm un tā regulējošiem faktoriem. Veikta datu apkopošana par akciju biržas tirgiem Latvijas un Baltijas valstu starpā, kā arī aprakstīta ASV biržas indeksu svārstības. Trešajā nodaļā tiek apkopoti ekspertu viedokļi par Latvijas valsts vērtspapīru tirgus likuma izmaiņām saistībā ar ekonomisko krīzi un ieviesto Eiropas Savienības direktīvu, kas nosaka pēc iespējas lielāku ieguldītāju aizsardzību. Kā arī apkopots viedoklis no sabiedrības puses saistībā ar vērtspapīru tirgu un iespējām iesaistīties tirgū.

Author within the dipoloma thesis studies the securities market in Latvia and the world in order to clarify the shortcomings of the securities market legal framework in Latvia. First chapter explains theoretical aspects of the securities market in terms of its principles, types of markets, the basic principles of investment and deals with securities market regulation and various types of securities, such as shares and bonds which allows to determin the importance of securities in the development of the national economy. The second chapter examines the differences between the Latvian and the Baltic States securities market trends and its regulatory factors. The data collection on stock exchange markets between Latvia and the Baltic States has been carried out, as well as the description of the US stock market and its indexes. The third chapter summarizes expert opinions on the changes in the Latvian securities market law in the context of the financial crisis and the implementation of the European Union directive, which ensures as much investor protection as possible. It also summarizes the public’s perception of the securities market and market opportunities.
