Enerģētiskā drošība Baltijas valstīs: Baltijas valstu elektrotīklu sinhronizācijas ar Eiropas tīklu projekta politisko aspektu izvērtējums

Abstract

Lai gan Baltijas valstis jau vairāk nekā desmit gadus ir Eiropas Savienības dalībvalstis, tās joprojām ir daļa no milzīgas Krievijas elektrotīklu sistēmas, kas pastāv jau kopš Padomju Savienības laikiem. Šī elektrotīklu sistēma līdz šim nav bijusi pakļauta Maskavas politiskajam spiedienam, tomēr tās funkcionēšana lielā mērā ir atkarīga no trešajām valstīm, kā arī pietiekamas enerģētiskās neatkarības nodrošināšana šī brīža ģeopolitiskajos apstākļos ir īpaši svarīga. Baltijas valstu elektrotīklu sinhronizācijas ar Eiropas tīklu projekts ir viens no prioritārajiem Eiropas Savienības energoinfrastruktūras projektiem, kas paredz Baltijas valstu integrāciju Eiropas Savienības iekšējā enerģētikas tirgū, likvidējot to enerģētisko izolāciju. Darba mērķis ir izpētīt, kādu lomu sinhronizācijas projekts spēlē kopējā energodrošības situācijā Baltijas valstīs, kā arī, kādi politiskie šķēršļi kavē projekta realizāciju. Pētījuma ietvaros tiek noskaidrots, ka, lai arī šī projekta realizācija paredz ciešu reģionālo sadarbību, iesaistīto valstu starpā pastāv zināma šķelšanās un atšķirīga pieeja lēmumu pieņemšanas procesā.

Although the Baltic States have been members of the European Union for more than a decade, they are still part of the huge Russian power grid system that has existed since the Soviet era. This power grid system has not been subjected to Moscow’s political pressure so far, but its functioning depends to a large extent on third countries, and the provision of sufficient energy independence in the current geopolitical conditions is particularly important. Baltic grid synchronization with the European network project is one of the priority energy infrastructure projects of the European Union, which involves the integration of the Baltic States into the internal energy market of the European Union by eliminating their energy isolation. Aim of the study is to analyse the role synchronization project plays in the overall energy security situation in the Baltic States, as well as what political obstacles hinder the implementation of this project. The study finds that, although the realization of this project should involve close regional cooperation, there is a degree of division between the participating countries and a different approach to the decision-making process.
