Pašvaldību sadarbība Latvijā: iespējas pašvaldību attīstībai

Abstract

Maģistra darbā analizēta pašvaldību sadarbība kā instruments pašvaldību funkciju īstenošanai, lai efektīvi un racionāli izmantotu tām pieejamos finanšu, cilvēkresursus, teritoriālos un citus resursus, kā arī sagatavot ieteikumus politikas veidotājiem par sadarbības teritoriju kā instrumenta izmantošanu nākotnē. Saskaņā ar pētījuma mērķi un pētījuma stratēģiju, izmantojot kvalitatīvo un kvantitatīvo pētījuma metodoloģiju, tika apskatīta vietējo pašvaldību vieta publiskajā pārvaldē, analizēta Francijas Republikas un Vācijas Federatīvās Republikas sadarbības teritorijas modeļi, izpētīta vietējo pašvaldību sadarbība Latvijā, kā arī izstrādāti ieteikumi politikas veidotājiem par sadarbības teritoriju veicināšanu. Darbam ir 80 lappuses, tas sastāv no ievada, 3 nodaļām, secinājumiem un priekšlikumiem, 50 bibliogrāfiskiem avotiem latviešu, angļu, vācu un franču valodās. Papildus tam darbā ir iekļauti 8 attēli, 7 tabulas un 5 pielikumi.

The Master's thesis analyses the cooperation of local governments as an instrument for the implementation of municipal functions in order to efficiently and rationally use the available financial, human resources, territorial and other resources, as well as to prepare recommendations for policy makers on the use of cooperation areas as a tool in the future. The aim of the research study and strategy, using the qualitative and quantitative research methodology, is analysing the place of local governments in public administration, the models of cooperation territory of the French Republic and the Federal Republic of Germany are analysed, the cooperation of local governments in Latvia is studing, as well as recommendations for policy makers on promotion of cooperation territories is developing. The paper contains 80 pages; introduction, 3 chapters, conclusions and proposals, as well as 50 bibliography sources in Latvian, English, German and French. In addition, 8 figures, 7 tables and 5 attachments are also included.
