Ēnu ekonomika būvniecības nozarē Latvijā: cēloņu un risinājumu analīze

Abstract

Būvniecība ir viena no nozarēm ar visaugstāko ēnu ekonomikas īpatsvaru, turklāt tai ir nozīmīga ietekme uz Latvijas tautsaimniecību. Ņemot vērā problēmas sociāli ekonomisko ietekmi, maģistra darba mērķis ir veikt nozares, tās uzraugošo iestāžu rīcības plānu analīzi ēnu ekonomikas būvniecībai mazināšanā, kā arī izstrādāt priekšlikumus efektivitātes palielināšanai. Pētījumā ir trīs nodaļas – teorijas analīze, ēnu ekonomikas būvniecības nozarē izpēte, kā arī ekspertu interviju un plānošanas dokumentu analīze. Pētījuma rezultātā secināts, ka ēnu ekonomikai būvniecībā ir uzsākta kvalitatīvu risinājumu ieviešana, taču kopumā tā tiek risināta nepilnīgi, turklāt bieži bez nopietnas cēloņu analīzes. Tas saistāms arī ar būvniecības nozares specifikas izpētes trūkumu. Maģistra darba apjoms ir 91 lpp. tajā ievietoti trīs attēli un piecas tabulas.

Construction is one of the sectors with the highest proportion of shadow economy, and it has a significant impact on the Latvian economy. Taking into account the socio-economic impact of the problem, the aim of the Master's thesis is to carry out an analysis of the sector, its supervisory authorities' action plans to prevent the shadow economy in construction, as well as to develop proposals for increasing efficiency of the solutions. The study has three chapters - analysis of theory, research of the shadow economy in the construction sector, as well as analysis of expert interviews and planning documents. As a result of the research it is concluded that the introduction of qualitative solutions to the shadow economy in construction has been started, but in general it is being solved incompletely, besides often without serious cause analysis. This is also due to the lack of research into the specifics of the construction industry. The volume of Master's thesis is 91 pages, it contains three pictures and five tables.
