Darbā apskatīti starptautiskie līgumi, starptautisko tiesu nolēmumi, īpašu uzmanību pievēršot ANO Starptautiskās tiesas spriedumam lietā Questions relating to the Obligation to Prosecute or Extradite (Belgium v. The Bachelor Thesis analyses the scope of the obligation aut dedere aut judicare, the concept of erga omnes responsibility and interaction between these two legal institutes. The purpose of the Bachelor's paper is to research whether in situations, where a State fails to fulfil or violates the obligation of aut dedere aut judicare, other States may claim responsibility from the firstly mentioned State. The work covers the analysis of international treaties, rulings of international courts, paying special attention to the judgement of UN International Court of Justice in the case Questions relating to the Obligation to Prosecute or Extradite (Belgium v. Senegal), and doctrinal sources to clarify the content and application of the above mentioned legal institutes. As a result of the research, the author puts forward conclusions on the status of the aut dedere aut judicare principle, erga omnes responsibility and their connection in international public law.
