Darba tēmu “Pašvaldību domes priekšsēdētāja amata iegūšana un zaudēšana” autore uzskata par nozīmīgu, jo tā skar visu sabiedrību. Bakalaura darba mērķis ir noskaidrot pašvaldību vadītāju amata iegūšanas un zaudēšanas priekšnoteikumus. Lai sasniegtu darba mērķi, ir analizēti normatīvie akti un darba izstrādes procesā iztirzāta ārzemju prakse, kā rezultātā autore nonāca pie trīs secinājumiem: Latvijas Republikā nav noteikts, ka pašvaldības vadītājs var tikt ievēlēts tiešās vēlēšanās; priekšsēdētāja amatam nav ierobežots pārvēlēšanas termiņš; priekšsēdētāji, kuriem ir aizliegts pildīt priekšsēdētāja amata pienākumus var kandidēt vēlēšanās. The author considers the theme “Getting and Loosing the Chair of the Municipal Council” important because it affects the whole society. The aim of the Bachelor's thesis is to find out the preconditions for obtaining and losing local government heads. In order to achieve the aim of the work, normative acts have been analyzed and foreign practice has been discussed in the process of the work elaboration, as a result of which the author came to three conclusions: in the Republic of Latvia, it is not stated that the head of the municipality may be elected by direct election; the term of re-election of the chairperson is not limited; the chairpersons who are forbidden to hold the office of Chairperson may stand for election.
