Maģistra darba tēmas izvēle saistīta ar to, ka praksē ir grūti nošķirams valsts drošības iestāžu amatpersonas un darbinieka tiesiskais statuss un tas līdz šim juridiskajā literatūrā ir ticis maz pētīts. Valsts drošības iestāžu amatpersonas ir personas, kas nodarbinātas valsts drošības iestāžu dienestā, to pienākums ir rūpēties par ar valsts drošību un aizsardzību saistītiem jautājumiem, tāpēc pamatoti ir pētīt valsts drošības iestāžu amatpersonu tiesību aktos noteikto pilnvarojumu apjomu un problēmjautājumus, kas saistīti ar to profesionālo darbību. Pētnieciskā darba mērķis ir izpētīt valsts drošības iestāžu amatpersonu statusu, amatpersonu un darbinieku tiesību un pienākumu nošķiršanu, tiesiskā regulējuma nepilnības, kā arī analizēt, kā spēkā esošie normatīvie tiesību akti regulē valsts drošības iestāžu amatpersonu un darbinieku juridisko atbildību. The subject matter for the Master thesis has been chosen since in practice it is difficult to distinguish between the legal capacity of a state official and legal capacity of an employee of a state security institution, and there has been little research made with regard to this topic within the legal literature. State officials of the state security institutions are the persons employed at the service of state security institutions, having obligation to manage the issues related to state security and state defence, therefore, it has been necessary to examine the scope of authorization for the state officials of the state security institutions established by the normative acts, as well as related problematic issues, especially those with regard to professional activities. The purpose of the research thesis has been to look into the legal capacity of the state officials of the state security institutions; to make a distinction between rights and obligations of a state official and rights and obligations of an employee; to analyse the shortcomings of the legal framework, as well as to analyse how the existing normative acts regulate legal liability/accountability of the state officials and employees of the state security institutions.
