Teroristisko organizāciju stratēģijas: Al Qaeda un Daesh salīdzinošā analīze

Abstract

Maģistra darbs “Teroristisko organizāciju stratēģijas: Al Qaeda un Daesh salīdzinošā analīze” ir veltīts vienam no galvenajiem starptautiskās drošības izaicinājumiem – terorismam. Darba mērķis ir veikt starptautisko drošību visvairāk apdraudošo teroristisko organizāciju – Al Qaeda un Daesh, izmantoto stratēģiju salīdzināšanu, noskaidrojot galvenos kopīgos un atšķirīgos paņēmienus, metodes un principus, kādi tiek izmantoti abu organizāciju darbībā. Darbā galvenā izmantojamā pētījuma metode ir salīdzinošā metode, kuras pamatā ir vislīdzīgāko sistēmu salīdzinājums. Stratēģijas jēdzienā tiek iekļauti noteikti pamatelementi (ideoloģija, mērķis, ienaidnieks un modus operandi (darbības veids)), kas tiek pētīti, pamatojoties tikai uz atklātiem un brīvi pieejamiem informācijas avotiem – abu organizāciju līderu un dalībnieku paziņojumiem, zinātniskajām publikācijām, monogrāfijām, starptautisko organizāciju, domnīcu un pētījumu institūtu pētījumiem.Darbā secināts, ka, neskatoties uz abu organizāciju ciešajām vēsturiskajām saitēm, vairākas pazīmes liecina, ka dotajā brīdī Al Qaeda un Daesh atrodas savstarpēji naidīgās un konkurējošās attiecībās. Neskatoties uz abu organizāciju darbību, kuras pamatā ir islāma reliģijas vērtības un to radikāla interpretācija, dažos stratēģiju pamatelementos saskatāmas būtiskas atšķirības. Vairāki galvenie koncepti (principi), kurus izmanto vai aizstāv abas organizācijas, nav šo organizāciju līderu izdomāti. Daudzi no principiem ir gadsimtiem vai gadu desmitiem seni, tāpēc, veicot pretterorisma pasākumus, valstīm, starptautiskajām organizācijām un to atbildīgajiem dienestiem jāņem vērā fakts, ka abu teroristisko organizāciju līderu un galveno atbalstītāju fiziska likvidēšana vai apcietināšana nespēs sagraut to darbību, kamēr būs cilvēki, kuri Al Qaeda un Daesh deklarēto ideju vārdā būs gatavi ziedot savu dzīvību.

The master's thesis “The Strategies of Terrorist Organizations: a Comparative Analysis of Al Qaeda and Daesh” focuses on one of the major challenges of international security - terrorism. The aim of the work is to compare the strategies used by terrorist organizations Al Qaeda and Daesh, to identify key common and different approaches, methods and principles that are used by both organizations. The main research method used in the work is a comparative method, which is based on a comparison of the most similar systems. The concept of strategy includes certain basic elements (ideology, goal, enemy and modus operandi (type of action)) that are studied only on the basis of open and freely available sources of information - statements of leaders and participants of both organizations, scientific publications, monographs, researches of international organizations, think tanks, and research institutes. The paper concludes that, despite the close historical ties between the two organizations, there are several signs at the moment that Al Qaeda and Daesh are in hostile and competing relationships. Despite the activities of both organizations, based on the values of the Islamic religion and its radical interpretation, there are significant differences in some key elements of the strategies. A number of key concepts (principles) used or defended by both organizations are not the original ideas of the leaders of these organizations. Many of the principles have been developed centuries or decades ago, so when counterterrorism measures are taken, states, international organizations and their responsible services must take into account the fact that the physical destruction or arrest of the leaders of both terrorist organizations and key supporters will not disrupt their activities until there are people who will be ready to donate their lives on behalf of the ideas declared by Al Qaeda and Daesh.
