Baltijas valstu deputātu ietekmes modelis Eiropas Parlamentā

Abstract

Deputātu ietekme parlamentārajā darbā tiek pētīta salīdzinoši nesen. Šobrīd ir pieejami tikai divi modeļi ar kuriem ir iespējams noteikt deputātu ietekmi Eiropas Parlamentā, bet neviens no tiem nav mēģinājis skaidrot, kāpēc deputāts ir ietekmīgs un kuri faktori ir par to ir atbildīgi. Balstoties uz teorētisko literatūru, kurā tiek pētīti dažādi Eiropas Parlamenta deputātu fona faktori, tiek prognozēts ietekmīga deputāta profils. Šī darba tēma ir “Baltijas valstu deputātu ietekmes modelis Eiropas Parlamentā”. Tās uzdevums ir izveidot jaunu ietekmes noteikšanas modeli, kurš spēj noteikt un prognozēt deputāta ietekmi pirms nonākšanas Eiropas Parlamentā. Viens no darba galvenajiem mērķiem ir salīdzināt teorētiski izstrādātā modeļa iegūtos datus ar deputātu faktiski sasniegto ietekmi astotajā Eiropas Parlamentā. Faktiskās ietekmes noteikšanai tiek izmantoti VoteWatch un MEPranking modeļu iegūtie rezultāti par Baltijas valstu deputātiem astotajā Eiropas Parlamentā. Katra deputāta ietekmes faktori tiek apkopoti un izteikti skaitliskās vērtībās. Ietekmes modeļa ietekmīgākie deputāti tiek salīdzināti starp modeļiem, lai noskaidrotu cik precīzi ir izdevies tos prognozēt, un kāda ir parametru loma deputāta ietekmē. Rezultāti liecina, ka darbā izstrādātais modeļa dati 50 % no ietekmīgākajiem deputātiem. Izglītības līmenim un politiskās grupas piederībai nav viennozīmīgi pozitīva loma uz viņu ietekmes pakāpi. Vislielākā nobīde starp teorētiskā modeļa ietekmi un faktisko ietekmi ir novērojama deputātiem ar mazu pieredzi nacionālajā politikā. Visprecīzāk modelis spēj prognozēt ietekmi deputātiem ar lielu pieredzi nacionālajā politikā.

Members of parliament influence in parliamentary work have been studies only relatively recently. There are currently only two models which are capable of measuring influence of MEP, but none of them has tried to explain why MEP is influential and which factors are determining it. An influential MEP profile is forecasted based on theoretical literature that explores various background factors of MEPs. The theme of this paper is “The influence of Baltic MEP's in the European Parliament: A module”. The main task of this paper is to create a new influence assessment model that can determine and forecast the influence of a MEP before entering the European Parliament. One of the main goals is to compare the data obtained from the theoretical model with the factual influence of MEPs. For the factual influence data of Baltic state MEPs will be used the results of VoteWatch and MEPranking modules. Factors for each MEP influence is summed up and expressed in numerical values. Most influential MEPs from theoretical module are compared with other module results to test how accurately it has predicted them and determine what role different parameters play in overall MEP influence. Obtained results show that influence forecasting module was able to predict 50 % of most influential MEPs. The education level of MEP and their political group affiliation does not have an unequivocally positive role on the degree of MEP influence. Between theoretical influence and factual influence the biggest deviation is observed for MEPs with little experience in national politics. Module is capable of forecasting MEP influence most precisely for MEPs who had great experience in national politics.
