Nekustamā īpašuma nodokļa piemērošanas un administrēšanas problēmas pašvaldības ietvaros

Bakalaura darba mērķis ir izpētīt nekustamā īpašuma nodokļa elementus un bāzi, Latvijā esošo nekustamā īpašuma nodokļa politiku, nodokļa piemērošanas metodoloģiju, kā arī izpētīt un noteikt vai pastāv problēmas nodokļa administrēšanā vienas pašvaldības ietvaros, konkrēti - analizējot Iecavas novada pašvaldības kā nodokļa administrācijas darbību. Pamatojoties uz iegūtajiem rezultātiem un secinājumiem, autore ir izstrādājusi priekšlikumus administrēšanas procesa pilnveidošanai, kā arī norādījusi uz nepieciešamību veikt izmaiņas likuma “Par nekustamā īpašuma nodokli” tiesiskajā regulējumā, kas īpaši attiecas uz nekustamā īpašuma nodokļa papildlikmes piemērošanu neapstrādātai lauksaimniecībā izmantojamai zemei. The tasks of the Bachelor`s thesis is to examine the real estate tax elements and base, real estate tax policy in Latvia, the tax imposition methodology, as well as to examine and determine if there are problems in tax administration within a certain municipality – specifically analysing the tax administration procedures In Iecava municipality. On the basis of the obtained results and conclusions the author has developed proposals for improvement of the administration process as well as pointed out the necessity to make changes of the legal framework of the Law on Real Estate Tax, which specifically applies to the additional real estate tax rate on the untreated agricultural land.
