Maģistra darba autors ir veicis Latvijas Republikas Ministru kabineta izveidošanas procesa pētījumu ar mērķi noteikt, kādas izmaiņas Satversmē šobrīd ir nepieciešamas, lai sekmētu Ministru kabineta izveidošanas procesa vienkāršošanu un efektivitāti. Jānodrošina līdzsvars starp Saeimu, Valsts prezidentu un Ministru kabinetu, jo pašlaik Ministru kabinets Valsts prezidenta kreatīvo funkciju ierobežošanas rezultātā ir pārāk atkarīgs no Saeimas. Darba ietvaros tiek izanalizēti Satversmes panti, kas regulē Ministru kabineta formēšanas procesu, tiek izskatīti priekšlikumi procesa pilnveidei un citu valstu pieredze šajā jautājumā. Maģistra darba autors savos pētījumos ir nonācis pie secinājuma, ka Latvijai ir nepieciešams ieviest racionalizētā parlamentārisma sistēmu, pārņemot citu Eiropas valstu pieredzi un grozot atsevišķus normatīvos aktus, lai paaugstinātu Ministru kabineta izveidošanas procesa un darbības efektivitāti. The author of the magister’s thesis has made a research of the formation process of the Cabinet of Ministers of the Republic of Latvia in order to determine what changes in Satversme are necessary for now to contribute to simplification and effectiveness of the formation process of the Cabinet of Ministers. It is necessary to maintain a balance between the Saeima, the State President and the Cabinet of Ministers, because as of now, the creative functions of the State President are limited and he is too dependent of the Saeima. In the work the sections of Satversme that regulate the formation process of the Cabinet of Ministers are analyzed, the proposals of improvement of the process and experience of other countries are examined on the matter. The author of the magister’s thesis in his research have concluded that Latvia needs to implement the system of rational parliamentarism by adopting the experience of other European countries and changing separate laws to improve the formation process of the Cabinet of Ministers and efficiency of its work.
