Bakalaura darba “Līguma par ES 7. panta procedūras piemērošana attiecībā uz Poliju un Ungāriju” mērķis ir izpētīt Polijas un Ungārijas veiktos tiesiskuma pārkāpumus, kas ir pamats Līguma par Eiropas Savienību 7. panta pārkāpuma procedūras uzsākšanai. Ievērojot minēto, bakalaura darbs sniedz ieskatu panta procedūrā un to, cik efektīvs tas ir salīdzinot ar Līguma par Eiropas Savienības darbību 258. panta procedūru. Darba ietvaros autore padziļināti analizē tās Līguma par Eiropas Savienību 2. panta pamatvērtības, kuras tika apdraudētas un pārkāptas Polijas un Ungārijas gadījumā. Autore darbā izmantojusi literatūru angļu valodā un latviešu valodā, analizējusi Eiropas Savienības tiesas praksi, izvērtējot ES pamatvērtību pārkāpuma draudus Polijā un Ungārijā. Pētījuma rezultātā autore konstatē, ka Padome LES 7. panta pilnvaras neizmanto iedarbīgi, Polija un Ungārija ir pierādījums tam, ka Eiropas Savienības vērtības un uzticamību var apdraudēt jebkura valsts, pat ja iestājoties Savienībā tā ir izpildījusi Kopenhāgenas kritērijus. The aim of the Bachelor's “Article 7 of the Treaty on European Union proceedings against Poland and Hungary” is to research breaches of the rule of law committed by Poland and Hungary, which is the basis for initiating infringement proceedings under Article 7 of the Treaty on European Union. Bachelor’s thesis provides an insight into the Article procedure and how effective it is compared to the procedure of Article 258 of the Treaty on the Functioning of the European Union. As part of the work, the author examines in depth the fundamental values of Article 2 of the Treaty on European Union which were threatened and infringed in the case of Poland and Hungary. The author has mainly used literature in English and Latvian, analysing the case law of the European Union, assessing the threat of an infringement of EU fundamental values in Poland and Hungary. As a result of this research, the author finds that the Council does not use Article 7 TEU effectively, Poland and Hungary are proof that the values and credibility of the European Union can be jeopardised by any country, even if it complies with the Copenhagen criteria when it comes to the Union.
