Edgara Voļska promocijas darbs „Pensiju sistēmas pilnveidošanas problēmas Latvijā” analizē pensiju sistēmas izveides teorētiskos aspektus, apskata pensiju budžeta finansēšanas mehānismus un to avotus, pensiju budžeta izveides un pārvaldes aspektus. Darbā tiek arī analizēti pensiju sistēmas izveides galvenie posmi Latvijā no neatkarības atgūšanas līdz brīdim, kad pilnībā tika pabeigta pēdējā pensiju sistēmas reforma. Darba otrajā nodaļā tiek padziļināti pētīta citu valstu pieredze pensiju sistēmu izveidē un pārvaldē. Tiek apskatītas pensiju sistēmas Vācijā, Anglijā, Zviedrijā, Čīlē un citas postsociālisma bloka valstīs. Darba trešā nodaļa ir veltīta detalizētai Latvijas pensiju sistēmas analīzei. Autors analizē vecuma pensiju aprēķināšanas metodoloģiju Latvijā un izvērtē tās priekšrocības un trūkumus. Tiek analizētas valsts sociālās apdrošināšanas speciālā budžeta tendences un tā prognozes līdz 2010. gadam, kā arī to ietekme uz pensiju sistēmu līdz 2035. gadam. Papildus autors identificē, analizē un izstrādā priekšlikumus 2. līmeņa fondēto pensiju līdzekļu potenciālo investīciju diversifikācijai. Edgars Volskis promotion paper „Pension System’s Development Problems in Latvia” analyses the theoretical aspects of establishment of pension systems, observes mechanisms of financing of pension budget and its sources, aspects of establishment and execution of the pension budget. There are also analysed main milestones of development of Latvian pension system from date of regaining of the independence until the completion moment of the latest reform of pension system. Second chapter of the work contains detailed research of the experience of other countries in the development and execution of pension system. There are observed pension systems of Germany, England, Sweden, Chile and other post-social countries. The third chapter is dedicated to detailed analysis of Latvian pension system. The author analysis old-age pension calculations methodology in Latvia and assess its benefits and deficiencies. There are analysed trends of social insurance budget and its forecasts by 2010 as well as its impact on the pension system by 2035. Additionally the author identifies, analyses and develops recommendations for the diversification of the investments of 2nd level pension funds.
