Baltiešu politiskā lobija ASV salīdzinājums Baraka Obamas un Donalda Trampa prezidentūras laikā

Abstract

Maģistra darba tēma ir „Baltiešu politiskā lobija ASV salīdzinājums Baraka Obamas un Donalda Trampa prezidentūras laikā”. Darba mērķis ir izpētīt, vai un kā atšķiras baltiešu politiskais lobijs republikāņa un demokrāta prezidenta valdīšanas laikā Amerikas Savienotajās Valstīs (ASV). Par izpētes gadījumiem ņemti bijušā ASV prezidenta Baraka Obamas otrā termiņa pēdējie divarpus gadi un esošā ASV prezidenta Donalda Trampa prezidentūras pirmie divarpus gadi amatā. Darba teorētiskajā daļā izvērsta plaša diskusija par to, kas ir lobijs, ko tas ietver un kāda ir lobija vide ASV. Tāpat darba teorētiskajā daļā aprakstīti dažādi instrumenti un taktikas, kuras visbiežāk tiek pielietotas ikdienas darbā, pārstāvot intereses. Nākamajā darba daļā tiek apskatīta diasporas nozīme politiskā lobija aspektā, kā arī baltiešu diasporas ASV nozīmei baltiešiem interesējošu tēmu pārstāvniecībā. Lai sasniegtu darba mērķi un atbildētu uz izvirzītajiem jautājumiem, veiktas sešas daļēji strukturētas intervijas ar diasporu organizāciju darbiniekiem, kā arī Baltijas valstu vēstniecību pārstāvjiem, kuri ikdienā nodarbojas ar interešu pārstāvniecību ASV galvaspilsētā un līdz ar to labi pārzina ASV lobija vidi. Interviju analīzei izmantota kvalitatīvās pieejas deduktīvā analīze un kategoriju sistēma. Darba rezultātā secināts, ka, mainoties ASV prezidentiem, kuri pārstāv dažāda partijas, baltiešu lobijs būtiski nemainās. Izmaiņas saistītas vairāk ar prezidentūras laika starptautisko kontekstu un politisko dienaskārtību, kā arī personālijām, kuras attiecībās prezidentūras laikā strādā administrācijā.

The topic of the master's thesis is "Comparison of the Baltic political lobby in the United States during the presidencies of Barack Obama and Donald Trump". The aim of this work is to investigate whether and how the Baltic political lobby differs during the reign of the Republican and Democratic presidents in the United States. The last two and a half years of the second term of former US President Barack Obama and the first two and a half years of the presidency of the current US President Donald Trump have been used as research cases. The theoretical part of the work expands on a broad discussion of what lobbying is, what it involves and whatis the lobbyng environment in the United States. The theoretical part of the work also describes various tools and tactics that are most often used in everyday work to represent interest of Baltic communities. The next part of this paper deals with the role of the diaspora in terms of political lobbying, as well as the role of the Baltic diaspora in the representation of topics of interest to the Baltics. In order to achieve the goal of the work and answer the questions, six semi-structured interviews were conducted with employees from diaspora organizations, as well as representatives of the Baltic embassies who represent interests in the US capital on a daily basis and thus have a good knowledge of the US lobbying environment. The deductive analysis of the qualitative approach and the category system were used for the analysis of the interviews. As a result, it has been concluded that with the change of US presidents representing different parties, the Baltic lobby does not change significantly. The changes are more related to the international context and the political agenda of the presidency, as well as to the staff working in the administration during the presidency.
