Prezidenta kā intelektuāļa lomas izvērtējums Latvijā

Abstract

Maģistra darba “Prezidenta kā intelektuāļa lomas izvērtējums Latvijā” mērķis ir noskaidrot, cik lielā mērā un kādas intelektuālim raksturīgas iezīmes ar Latvijas prezidentu saista viedokļu paudēji Latvijas preses rakstos. Lai arī salīdzinājumā ar prezidentālajām un pusprezidentālajām sistēmām, parlamentārās sistēmās valstu prezidenti pēc sava pilnvaru apmēra tiek piedēvēta samērā maza politiskā ietekme, tiem nereti tiek piedēvētas vairākas ar intelektuālismu saistītas kvalitātes, kas var radīt situācijas, kurās sabiedrība no prezidenta sagaida vairāk nekā konstitūcijā noteikto pilnvaru īstenošanu. Līdz ar to šajā darbā padziļināta uzmanība tiek pievērsta tieši prezidenta intelektuālajām kvalitātēm. Līdz šim politikas zinātnē lielāka uzmanība pievērsta prezidenta konstitucionālajai lomai un pilnvaru īstenošanai, pievēršot mazāku uzmanību, neinstitucionālajiem aspektiem, piemēram, prezidenta kā līdera personiskajām un intelektuālajām īpašībām. Darba teorētiskajā daļā aplūkota prezidenta loma parlamentārā demokrātijā, kā arī intelektuāļa jēdziens un loma sabiedrībā, atsevišķi pievēršoties prezidenta kā intelektuāļa lomai. Preses izdevumu kvalitatīvās kontentanalīzes un daļēji strukturētas intervijas ar Valsts prezidentu Egilu Levitu rezultāti liecina, ka periodā no 2007. līdz 2020. gadam presē paustajos prezidentu un komentētāju viedokļos Latvijā no prezidenta vairāk nekā tieši Satversmē noteikto funkciju pildīšanu sagaida noteiktas ar intelektuālo lomu saistītas kvalitātes: spēcīgu līderību, sargāt tautas intereses, vienot sabiedrību, arī labas oratora prasmes un citas kvalitātes. Tomēr praksē prezidenti intelektuāļa lomu nevar pildīt pilnīgi brīvi, jo savā amatā nevar brīvi paust personīgo viedokli par visiem jautājumiem. Latvijas presē atspoguļotajos viedokļos vērojama sadursme starp gaidām no prezidenta kā tautai tuvas personības un gaidām uz prezidentu kā intelektuāli, kas viedāks par tautu, ir spēcīgs līderis un spējīgs apvienot cilvēkus.

The aim of the master’s degree thesis “Assessment of a president’s role as an intellectual: the case study of Latvia” is to examine the extent to which opinion makers in the Latvian press articles associate the President of Latvia with intellectual qualities. The presidents in a parliamentary system within the framework of their mandate have less political influence compared to the presidents in presidential or semi-presidential systems; however due to their intellectual qualities, society often expects from presidents more than the exercise of the constitutional powers. Therefore, the focus of the thesis are intellectual qualities of a president. Until now in political science the constitutional role of the president and the exercise of his powers have gained more attention than the non-institutional aspects of his role, such as the personal and intellectual qualities of the president as a leader. The theoretical part of the thesis deals with the role of the president in parliamentary democracy, as well as the concept and role of an intellectual in society, focusing particularly on the role of the president as an intellectual. The results of the qualitative content analysis of press publications and partially structured interview with the President Egils Levits demonstrate that in the opinions of presidents and commentators (expressed in the press in the period from 2007 to 2020) a president besides solely performing the functions specified in the Satversme, is also expected to have qualities linked to the intellectual role. A president is expected to protect the interests of the people, unite the community, demonstrate strong leadership skills and have good orator skills among other qualities. However, in practice, presidents cannot fulfill the role of intellectuals freely, because in their position they cannot openly express their opinion on all matters. According to the views expressed in the Latvian press, it can be observed that there is a conflict between the expectations from the president as a person who is close to nation and the expectations of the president as an intellectual who is more intelligent than the nation and who, as a strong leader, is able to unite people.
