Administratīvi teritoriālā reforma Latvijā un tās ietekme uz Cēsu novadu

Abstract

Latvijā ir vērojama tendence, ka iedzīvotāju skaits samazinās, tādēļ pašvaldībām arvien grūtāk ir nodrošināt kvalitatīvus un pieejamus pakalpojumus. Bakalaura darba mērķis ir izpētīt reģionālās politikas un Baltijas valstu teritoriālo reformu pieredzi, apzināt un novērtēt Administratīvi teritoriālās reformas ieguvumus Latvijā un Cēsu novadā, izdarīt secinājumus un izteikt priekšlikumus iedzīvotāju labklājības un ekonomiskās izaugsmes paaugstināšanai. 42 pašvaldību modelis Latvijā spēs nodrošināt efektīvāku pašvaldību budžeta izpildi, uzlabos pakalpojumu pieejamību un kvalitāti. Savukārt Cēsu novadā, lai būtu vērojama izaugsme, jāveicina uzņēmējdarbība, jāsakārto ceļu infrastruktūra un jāveido racionāls izglītības un veselības pakalpojumu tīkls.

In Latvia, there is a tendency for the population to decrease, therefore it is becoming increasingly difficult for local governments to provide high – quality and accessible services to the population. The aim of the bachelor's thesis is to study the experience of regional policy and territorial reforms in the Baltic States, to identify and evaluate the benefits of administrative territorial reform in Latvia and Cēsis region, to draw conclusions and make proposals for increasing the welfare and economic growth of the population. The model of 42 local governments in Latvia will be able to ensure more efficient execution of local government budgets, will improve the availability and quality of services. In Cēsis region, in order to see growth, entrepreneurship must be promoted, road infrastructure must be arranged and a rational network of education and health services must be created.
