Maģistra darba “Valsts garantēto uzturlīdzekļu sistēmas pilnveidošana” izstrādes mērķis ir analizēt valsts garantēto uzturlīdzekļu sistēmu Latvijā, konstatēt tās nepilnības, kā arī izstādāt priekšlikumus, lai to pilnveidotu. Maģistra darbā izpētīta Latvijas valsts garantēto uzturlīdzekļu sistēma, izpētīta ārvalstu pieredze, kā arī apkopots ekspertu vērtējums, lai izdarītu secinājumus par nepieciešamajām izmaiņām, ar kuru palīdzību būtu iespējams panākt visefektīvāko rezultātu – nodrošināt uzturlīdzekļus visiem Latvijas bērniem, vienlaikus atstājot pēc iespējas mazāku negatīvo ietekmi uz valsts budžetu. Maģistra darbā secināts, ka esošie uzturlīdzekļu parādnieku tiesību ierobežojumi pilnībā nesekmē no valsts izmaksāto līdzekļu atgūšanu valsts budžetā, tāpēc darba autore izstrādājusi priekšlikumus, kas veicinātu efektīvāku regresa kārtībā atgūto līdzekļu atgūšanu un pilnveidotu esošo valsts garantēto uzturlīdzekļu sistēmas regulējumu kopumā. Darbā iekļautas 3 nodaļas, kas pakārtotas izvirzītā mērķa sasniegšanai. Pirmajā nodaļā apskatīts uzturlīdzekļu jēdziens un vēsture, kā arī iekļauts Latvijas garantēto uzturlīdzekļu sistēmas raksturojums. Otrajā nodaļā apkopotas 6 ārvalstu uzturlīdzekļu sistēmas un to salīdzinājums ar Latvijas uzturlīdzekļu sistēmu. Trešajā nodaļā iekļauts izvēlētās metodoloģijas raksturojums, kā arī ekspertvērtējumu analīze. The aim of the master's thesis “Improvement of the State Guaranteed maintenance system” is to analyse the state-guaranteed maintenance system in Latvia, to identify its shortcomings, and to develop possible solutions that would improve the system in Latvia. The master's thesis analyses the Latvian state-guaranteed maintenance system, foreign experience, as well as summarizes the opinion of 4 experts in order to make conclusions about the necessary changes that would achieve the most effective result - to provide state guaranteed maintenance for all Latvian children, while minimizing the negative impact on the state budget. The master's thesis concludes that the existing restrictions on the rights of maintenance debtors do not fully promote the recovery of alimony paid from the state budget, therefore the author has developed proposals that would promote more efficient recovery of reclaimed funds and improve the existing state-guaranteed maintenance system. The work includes 3 chapters, which are subordinated to the achievement of the set goal. The first chapter discusses the concept and history of child maintenance, as well as describes the Latvian system of guaranteed maintenance. The second chapter includes evaluation of 6 foreign maintenance systems and compares them with the maintenance system in Latvia. The third chapter includes a description of the chosen methodology, and the analyse of expert evaluations.
