Administratīvi teritoriālās reformas ietekme uz Smiltenes novadu un tā konkurētspēju

Abstract

Latvijā ir vērojama iedzīvotāju skaita samazināšanās tendence, kas nākotnē varētu ietekmēt pašvaldību spēju nodrošināt kvalitatīvus un pieejamus pakalpojumus, tādēļ ir jādomā, kā stiprināt pašvaldību kapacitāti. Šajā darbā apkopota teorija par reģionālo politiku, aprakstīti tās vispārējie pamatprincipi un mērķi, metodes un instrumenti, kā arī iespējamās problēmas, ar kurām var saskarties politikas veidotāji. Darbā apskatītas arī ES metodes un Baltijas valstu pieredze reģionālās politikas plānošanā, kā arī vērtēta administratīvi teritoriālās reformas norise Latvijā, kuras rezultātā pašvaldību skaits tika samazināts no 119 līdz 43. Reforma ietekmēja arī Smiltenes novadu, tādēļ bakalaura darbā tiek vērtēta šīs reformas ietekme uz konkrēto pašvaldību un izstrādāti priekšlikumi iedzīvotāju labklājības un ekonomiskās izaugsmes veicināšanai.

In Latvia, there is a tendency for the population to decrease, which in the future could affect the ability of local governments to provide qualitative and accessible services, so it is necessary to think how to strengthen the capacity of local governments. This bachelor’s thesis summarizes the theory of regional policy, describes its general principles and objectives, methods and tools, and the potential problems that policy makers may face. The paper also views the EU's methods and the experience of the Baltic States in the planning of regional policy and evaluates the process of the administrative territorial reform in Latvia, which resulting in the number of districts was reduced from 119 to 43. This reform also affected Smiltene region, therefore the bachelor's thesis evaluates the impact of this reform on the specific municipality and develops proposals to promote the well-being and economic growth of the population.
