Pašvaldību informatīvo izdevumu izvērtējums un nozīme pašvaldību funkciju nodrošināšanā Latvijā

Abstract

Pēc Administratīvi teritoriālās reformas Latvijā ir 43 pašvaldības, kuru pienākums ir nodrošināt un veicināt vietējās kopienas (iedzīvotāju, uzņēmēju, nevalstisko organizāciju u.c.) informētību par pašvaldības darbību, funkciju izpildi, pieņemtajiem lēmumiem, kā arī tās iespējām tos ietekmēt. Ikvienam sabiedrības indivīdam ir tiesības saņemt visaptverošu, saprotamu un skaidru informāciju, tai jābūt atklātai, pieejamai. Tāpēc paralēli citiem komunikācijas instrumentiem, pašvaldības izdod informatīvo izdevumu drukātā formātā. Publiskajās diskusijās par plašsaziņas līdzekļu un reklāmas tirgus sakārtošanu īpaši tika akcentēta drukāto pašvaldību informatīvo izdevumu nozīme un ietekme. Rezultātā Saeima pieņēma grozījumus tiesiskajā regulējumā, lai novērstu iespējamo mediju tirgus kropļošanu un negodīgu konkurenci. Pašvaldības Latvijā ir dažādas, tām ir sava unikāla teritorija, identitāte, kultūrvēsture un iedzīvotāju piederība. Pašvaldību informatīvajam izdevumam kā pašvaldību sabiedrisko attiecību instrumentam ir jāatbilst konkrētās pašvaldības vietējās kopienas vajadzībām un interesēm, veicinot piederību konkrētajai vietai. Autores veiktais pētījums ļauj secināt, ka informatīvais izdevums ir svarīgs pašvaldībām gan elektroniskā, gan drukātā formātā, lai tā īstenotu labu pārvaldību informācijas sniegšanā vietējai kopienai un funkciju nodrošināšanā. Lielākā daļa pašvaldību nepiekrīt regulējumam, kas nosaka vienotas vizuālā noformējuma prasības, tomēr atbalsta labās prakses vadlīniju izstrādi satura veidošanai.

After the Administrative-Territorial Reform, there are 43 local governments in Latvia, which are obliged to ensure and promote the awareness of the local community (population, entrepreneurs, non-governmental organizations, etc.) about the local government's activities, functions, decisions and opportunities to influence them. Every individual in society has the right to receive understandable information, it must be open, accessible. Therefore, in parallel with other communication tools, local governments publish newsletters. The importance and impact of local governments newsletters were particularly emphasized in the public discussions on the organization of the media and advertising market. As a result, the Saeima adopted amendments to the legal framework to prevent possible distortions in the media market and unfair competition. local governments in Latvia are different, they have their own unique territory, identity, cultural history and belonging to the population. Local governments newsletters, as an instrument of public relations, must provide the needs and interests of the local community of a particular local government, promoting sense of belonging to the place. The author's research leads to the conclusion that the newsletter is important for local governments to implement good governance in providing information to the local community. Most of local governments don’t agree with the regulation that sets uniform requirements for visual design but support the development of good practice guidelines for content creation.
