Lobija regulējuma attīstības iespējas Latvijā

Abstract

Darba temats ir “Lobija regulējuma attīstības iespējas Latvijā”. Darbs pie lobija regulējuma izstrādes sākts jau 2004. gadā, tomēr vairākkārtīgi līdz 2022. gadam izstrādātie lobija regulējuma ieviešanas likumprojekti nav pieņemti. Demokrātiskā valstī lēmumu pieņemšanas procesos sadarbojas dažādu interešu pārstāvji, par ko ne vienmēr sabiedrība ir informēta, līdz ar to nav iespējams izsekot iespējamu ietekmi uz lēmumu pieņēmējiem. Darba mērķis: Novērtēt lobija regulējuma izstrādes un pieņemšanas procesa attīstību, iesaistīto interešu pārstāvības vēlamos likumprojekta redakcijā iestrādājamos priekšlikumus, kā arī izstrādāt piedāvājumu, kas noteiktu atbildību par lobija regulējuma neievērošanu. Darba noslēgumā autors ir izstrādājis priekšlikumus, kas veicinātu lobija regulējuma attīstību Latvijā un piedāvājumu, kas noteiktu atbildību par lobija regulējuma neievērošanu.

The topic of the Master’s thesis is “Development Perspectives of Lobbying Regulation in Latvia”. Work on the development of the lobbying regulation has already commenced in 2004, however, draft laws that have been repeatedly prepared until 2022 to implement the lobbying regulation have not yet been adopted. In a democracy, decision-making processes involve cooperation between different interest representatives, which are not always known to the public, therefore it is not possible to trace the potential impact on decision-makers. The aim of the Master’s thesis is to evaluate the progress of the lobbying regulation development and adoption process, the preferred proposals of interest representatives to be included in the wording of the draft law, as well as to formulate a proposal that would determine the responsibility for non-compliance with the said regulation. As part of the conclusion the author has formulated proposals that would promote the development of lobbying regulation in Latvia, and a proposition for actions that would determine the responsibility for non-compliance with lobbying regulation.
