Maģistra darbā "Hibrīddraudu novēršana Latvijā, Zviedrijā un Spānijā" tiek pētīti un salīdzināti hibrīddraudu novēršanas pasākumi Latvijā, Zviedrijā un Spānijā kopš 2014. gada (Krievijas hibrīdkara pret Ukrainu) līdz 2022. gadam (Krievijas pilna mēroga karadarbībai pret Ukrainu). Pētījumā tiek aplūkota dažādu faktoru ietekme uz starpvalstu sadarbības veidošanos hibrīddraudu novēršanas jomā, īpašu uzsvaru liekot uz atšķirīgiem plānošanas cikliem. Darba teorētisko ietvaru veido mūsdienu hibrīddraudu galveno izpausmju un to novēršanas iespēju apraksts. Balstoties uz teorētiskajām atziņām, tiek izvirzīti empīriskās izpētes kritēriji – visas valdības (whole-of-government) un visas sabiedrības (whole-of-society) pieejas hibrīddraudu novēršanā, informatīvās telpas stiprināšana, kiberdrošība, psiholoģiskas aizsardzības pasākumi un ekonomiskās noturības stiprināšana. Pētījumā tiek secināts, ka starpvalstu sadarbības veidošanos un intensificēšanos hibrīddraudu novēršanas jomā kavē vairāki faktori, tomēr atšķirīgi plānošanas cikli ir īpaši būtisks faktors. Valstīm tiek rekomendēts savstarpēji koordinēt hibrīddraudu novēršanas plānošanas ciklus, lai veicinātu starpvalstu sadarbības veidošanos un tādējādi celtu hibrīddraudu novēršanas pasākumu efektivitāti. Atslēgvārdi: Hibrīddraudi, Hibrīddraudu novēršana, Starpvalstu sadarbība The master’s thesis "Countering Hybrid Threats: Latvia, Sweden, and Spain" seeks to analyse and compare the activities of countering hybrid threats in Latvia, Sweden, and Spain from 2014 (Russia's hybrid war against Ukraine) until 2022 (Russia's full-scale military invasion in Ukraine). Various factors that impact the emergence and intensification of transnational cooperation in the field of countering hybrid threats are scrutinized in this paper, however, particular attention is brought to the impact of dissimilar planning cycles. The theoretical basis is comprised of the description of most common forms of contemporary hybrid threats and the approaches to counter them. Criteria for the empirical research are based on the theoretical findings and are as follows: whole-of-government and whole-of-society approaches in countering hybrid threats, strengthening information space, cybersecurity, psychological defence activities, and strengthening economic resilience. It is concluded that multiple factors hinder the emergence and intensification of the transnational cooperation in the field of countering hybrid threats, nevertheless, dissimilar planning cycles have a particularly important role. A recommendation is given to enhance the mutual coordination of the planning cycles in order to increase the efficiency of activities concerning countering hybrid threats.
