Iekšējo normatīvo aktu nozīme un piemērošanas pieļaujamība ir maz analizēta tiesību doktrīnā. Pastāv vispārīgs pieņēmums, ka iekšējā normatīvā akta saistošais spēks attiecās tikai uz valsts pārvaldi, tomēr tas kā tieši, tā netieši var ietekmēt privātpersonas subjektīvās publiskās tiesības. Turklāt aizlieguma princips lēmumu pamatot ar iekšējo normatīvo aktu nav absolūts. Likumdevējs, nenosakot vienotus kritērijus, valsts pārvaldei atstājis plašas izvēles tiesības izlemt, kādus iekšējos normatīvos aktus publicēt. Tas nodrošina iespēju īstenot tiesības zināt par iekšējo normatīvo aktu, prasīt tā piemērošanu, vērsties iestādē ar lūgumu to izsniegt u.c. aplūkojamos jautājumus. Līdztekus tam, analizēta iekšējā normatīvā akta un vispārīgā administratīvā akta nošķiršana, kā arī personas iespējas izmantot tiesiskās aizsardzības līdzekļus pret iekšējā normatīvajā aktā ietvertajām prettiesiskām vai pārlieku ierobežojošām normām. The importance and admissibility of the application of internal regulatory enactments are little analysed in the doctrine of law. There is a general assumption that an internal regulatory enactment is binding only on the public administration, but this can directly and indirectly affect the public subjective rights of a private individual. Consequently, the principle of prohibition is not absolute to base a decision on an internal regulatory enactment. The legislator, without setting uniform criteria, has left the public administration with a wide discretion to decide which internal regulatory enactments to publish. This provides for the possibility of exercising the right to know about the internal regulatory enactment, to require its application, to apply it to the institution with a request to issue it, etc. The work of the bachelor shall analyse the separation of the internal regulatory enactment and the general administrative act, as well as the possibility of a person to use legal remedies against illegal or excessively restrictive legal norms included in the internal regulatory enactment.
