Mūsdienās iesniegumu jeb petīciju tiesības ir neatņemama demokrātijas sastāvdaļa. Latvijā šīs tiesības nostiprinātas Satversmes 104.pantā. Iesniegumu likums ilgstoši paredzēja vienādu procedūru iesnieguma iesniegšanai, neatkarīgi no iesniedzēju skaita, tāpēc 2012.gadā Saeimas kārtības rullī tika nostiprināta atšķirīga procedūra tiesībām vērsties Saeimā ar kolektīvo iesniegumu, tomēr prakse rāda, ka tikai trešā daļa no Saeimā iesniegtajiem kolektīvajiem iesniegumiem tiek realizēti likumdošanā. Turklāt sabiedrības aktivitāte, iesniedzot iniciatīvas portālā ManaBalss.lv liecina par nepieciešamību likumdošanā nostiprināt arī citus kolektīvā iesnieguma adresātus. Maģistra darba mērķis ir noskaidrot to, kādus uzlabojumus varētu veikt attiecībā uz kolektīvā iesnieguma iesniegšanas Saeimā procedūru un piedāvāt risinājumus kolektīvā iesnieguma institūta attīstībai Latvijā. Lai sasniegtu izvirzīto mērķi, darba autore izvirzīja šādus uzdevumus: veikt kolektīvā iesnieguma Saeimā vēsturiskās attīstības un prasību tā iesniegšanai izpēti, kā arī aplūkot līdz šim praksē realizētos kolektīvos iesniegumus un to tendences. The right of application or right of petition is an integral part of present day democracy. These rights are stipulated under the Atricle 104 of the Constitution of the Republic of Latvia. For a significant period of time the Law on Submissions stipulated the same procedure for the submission of applications, regardless of the number of applicants. Therefore, in 2012 The Rules of Procedure of the Saeima established a separate procedure for the rights to turn to the Saeima with collective applications. Nevertheless, only one third of the collective applications submitted to the Saeima are implemented in legislation. Also, judging by how active the public is with submitting initiatives to the portal ManaBalss.lv, it is clear that there is a need to legislate other addressees of the collective applications. The aim of this master's thesis is to identify the possible improvements regarding the procedures for the submission of collective applications to the Saeima and offer solutions in order to develop the institution of collective applications in Latvia. In order to reach the goals set out in this paper, the author proposes the following: to carry out research into the historical development and requirements of submission of the collective applications to the Saeima, as well as to inspect the collective applications that have been signed and submitted thus far and the tendencies of those applications.
