Abstract

Maģistra darbs izstrādāts ar mērķi noteikt publiskās pārvaldes institūciju savstarpējās sadarbības konceptuālo modeli iedzīvotāju virs 50 gadu vecuma iesaistīšanas darba tirgū un sociālajos procesos sekmēšanai sabiedrības novecošanās problēmu risināšanas kontekstā. Mērķa sasniegšanai darbā sniegti pētījuma rezultāti par sabiedrības novecošanās problēmu lomu, galveno uzmanību pievēršot cilvēkresursu pārvaldībai un publiskās pārvaldes iespējām. Veikta padziļināta analīze par publiskās pārvaldes izmantojamiem instrumentiem. Veikta situācijas SVID un PEST analīze, kas noslēgumā ļāva izstrādāt konceptuālu iespējamo publiskās pārvaldes modeli cilvēkresursu pārvaldībai novecošanās problēmu risināšanas kontekstā.

The aim of the Master's theses is to define a conceptual model of cooperation between public administration institutions in order to promote the involvement of people over 50 years of age in the labour market and social processes in the context of solving the problems of ageing society. In order to achieve this objective, the research results reflected in thesis provide an analysis of the role of ageing society, focusing on human resource management and public administration capacities. It provides extensive material on the tools to be used in public administration. A SWOT and PEST analysis of the situation is carried out, leading to the development of a conceptual model of possible public administration for human resource management in the context of tackling ageing.
