Abstract

Bakalaura darba tēma ir “Sabiedrības iesaistes iespējas pašvaldību darbā”. Sabiedrības iesaistei ir būtiska nozīme demokrātiskā valstī, jo katras demokrātiskas valsts pamats ir tās tauta. Īpaša loma sabiedrības iesaistei ir pašvaldību darbā un tādu lēmumu pieņemšanas procesos, kas skar attiecīgo pilsētu vai pagastu un ietekmē iedzīvotāju dzīves. Tādējādi sabiedrības iesaiste ir viens no demokrātiskas valsts pārvaldības veidiem, kas dod tiesības sabiedrībai piedalīties un pārstāvēt savas intereses. Šobrīd pēc administratīvi teritoriālās reformas, izveidojoties lielākām pašvaldībām, arvien lielāka uzmanība tiek pievērsta sabiedrības tiešai iesaistei pašvaldību lēmumu pieņemšanas procesos. Ņemot vērā iepriekš minēto, bakalaura darba mērķis ir izpētīt sabiedrības iesaistes veidus, to tiesisko regulējumu un praksi pašvaldību darbā, kā arī, analizēt sabiedrības iesaistes lomu un saistošo spēku pašvaldības lēmumu pieņemšanas procesos. The theme of the bachelor thesis is “Society involvement possibilities in the work of the municipality”. Society involvement is essential in a democratic country, because the basis of every democratic country is people. Society involvement plays an essential role in decisions concerning the town or parish that affect residents’ lives and work of local government. Thus, society involvement is a form of a democratic country management, which gives the public the right to participate and represent citizens’ interests. The current administrative-territorial reform process, with the establishment of larger municipalities, emphasises the direct involvement of the society in the decision-making processes of municipalities. Taking into account the above, the aim of the bachelor's thesis is to study the types of society involvement, their legal regulation and practice in the work of local governments, as well as to analyse the role and binding force of society involvement in local government decision-making processes.
