Balvu novada pašvaldības komunikācija ar novada iedzīvotājiem pēc administratīvi teritoriālās reformas

Abstract

Bakalaura darba “Balvu novada pašvaldības komunikācija ar novada iedzīvotājiem pēc administratīvi teritoriālās reformas” mērķis ir noskaidrot, kāda ir Balvu novada pašvaldības komunikācija ar novada iedzīvotājiem pēc administratīvās teritoriālās reformas – iedzīvotāju viedoklis par pašvaldības ārējo komunikāciju, domes darbinieku viedoklis par darbību ar ārējo komunikāciju un tās vērtējums, kā arī pagastu, kuri neatbalstīja apvienošanos ar Balvu novadu, viedoklis par reformu un pašvaldības komunikāciju. Bakalaura darba teorētiskajā daļā tiek apskatīti tādi jēdzieni, kā organizācija, pašvaldība ārējā komunikācija un administratīvi teritoriālā reforma. Empīriskajā jeb pētījuma daļā tiek izmantota aptaujas anketa un daļēji strukturēta intervija. Darba ietvaros tika noskaidrots, ka pēc administratīvi teritoriālās reformas Balvu novada pašvaldība izmanto pēc iespējas vairāk komunikācijas kanālus, lai iedzīvotājiem tiktu sniegta visa nepieciešamā informācija. Iedzīvotāju viedoklis par pašvaldības komunikāciju dalās – daļa iedzīvotāju ir apmierināti, daļa nē. Savukārt pagastu iedzīvotāji ir negatīvi noskaņoti par reformas rezultātiem, pašvaldības komunikācija nav veicinājusi viedokļu maiņu.

The aim of the bachelor’s thesis “Communication with the residents of Balvi municipality after administrative-territorial reform” is to find out how the municipality of Balvi communicates with residents of the district after administrative-territorial reform, the opinion of the residents about the external communication of the municipality, the opinion of the council employees about external communication activities and its assessment, as well as the opinion of the parishes that did not support the merger with Balvi county on the reform and municipal communication. In the theoretical part of the thesis, the concepts that are discussed are organization, local government, external communication, and administrative-territorial reform. The empirical or research part uses a survey questionnaire and semi-structured interview. As part of the work, it was found that after the administrative-territorial reform, the municipality of Balvu region uses as many communication channels as possible to provide all the necessary information to the residents. The citizens' opinion about the municipality's communication is divided - some residents are satisfied, some are not. On the other hand, the inhabitants of the parishes are negative about the results of the reform, the communication of the municipality has not contributed to the change of opinions.
