Iedzīvotāju līdzdalība pašvaldībās: iedzīvotāju padomes Aizkraukles novadā

Abstract

Bakalaura darba temats ir “Iedzīvotāju līdzdalība pašvaldībās: iedzīvotāju padomes Aizkraukles novadā”. Darba mērķis bija izvērtēt, kā Aizkraukles novada iedzīvotāju padomes pēc ATR veicina iedzīvotāju līdzdalību pašvaldības procesos un analizēt, kā šī līdzdalība ietekmē iedzīvotāju labbūtību, īpaši attiecībā uz uzticēšanos vietējai pārvaldei, piederības sajūtu un spēju ietekmēt lēmumus savā pašvaldībā. Lai sasniegtu darba mērķi autore veica vienu fokusgrupas diskusiju ar sešiem Aizkraukles novada iedzīvotāju padomes locekļiem un vienu eksperta interviju ar Aizkraukles novada domes priekšsēdētāju. Iegūtie dati tika analizēti izmantojot tematisko analīzi. Lai izprastu līdzdalības un labbūtības saistību darba autore izmantoja aģentu tīkla teorijas pamatprincipus, kā arī iepriekš veiktos pētījumus par labbūtības un līdzdalības saistību. Pētījumā tika secināts, ka padomes darbojas kā starpnieks starp iedzīvotājiem un pašvaldību, bet to efektivitāti ietekmē resursu trūkums, dalībnieku motivācija un pašvaldības attieksme. Līdzdalība var pozitīvi ietekmēt labbūtību, ja padomju darbs ir jēgpilns un tiek nodrošināta atgriezeniskā saite. Tomēr, ja šie faktori trūkst, var pieaugt vilšanās un pasivitāte. Autore piedāvā divus priekšlikumus, kā stiprināt līdzdalību: 1. iekļaut padomju pārstāvjus domes attīstības komisijās vai tematiskajās darba grupās; 2. attīstīt vienotu digitālu platformu informācijas apmaiņai un līdzdalības rīkiem.

The topic of this bachelor’s thesis is “Public participation at local government level: public councils in Aizkraukle Municipality”. The aim of the thesis was to evaluate how the resident councils in Aizkraukle Municipality, established after the Administrative Territorial Reform (ATR), promote citizen participation in municipal processes, and to analyze how this participation influences residents' well-being, particularly in terms of trust in local governance, sense of belonging, and perceived ability to influence decisions in their municipality. To achieve the aim of the thesis, the author conducted one focus group discussion with six members of the Aizkraukle Municipality residents’ council and one expert interview with the chairperson of the Aizkraukle Municipal Council. The collected data were analysed using thematic analysis. To understand the relationship between participation and well-being, the author applied the core principles of Actor-Network Theory, as well as previous research on the link between participation and well-being. The study concluded that the councils function as intermediaries between residents and the municipality; however, their effectiveness is influenced by a lack of resources, the motivation of members, and the municipality’s attitude. Participation can have a positive impact on well-being if the work of the councils is meaningful and supported by feedback mechanisms. Nevertheless, when these factors are absent, frustration and passivity may increase. The author proposes two recommendations to strengthen participation: 1. to include council representatives in the municipal development commissions or thematic working groups; 2. to develop a unified digital platform for information exchange and participation tools.
