Latvijas informatīvās telpas drošība – rīcībpolitikas analīze

Abstract

Bakalaura darba “Latvijas informatīvās telpas drošība – rīcībpolitikas analīze” mērķis ir izvērtēt Latvijas informatīvās telpas drošības rīcībpolitikas atbilstību kritērijiem, kas izriet no ideālas politikas ieviešanas un politikas pārneses teorētiskajiem modeļiem. Darba teorētiskais ietvars balstīts teorijā par ideālo politikas ieviešanu, kā arī teorijā par politikas pārnesi. Pētījums tiek veikts izmantojot kvalitatīvo pētījuma dizaina stratēģiju. Pētījuma izmantota dokumentu analīzes metode, padziļināti aplūkojot rīcībpolitikas tiesību aktus un plānošanas dokumentus. Rezultāti liecina, ka Latvijas informatīvas telpas drošības rīcibpolitikai ir spēcīga atbilstība ideālās politikas ieviešanas un politikas pārneses priekšnosacījumiem, tomēr īpaši resursu un koordinācijas aspektos atklājas trūkumi, kas apdraud izvirzīto mērķu praktisko realizāciju. Darba secinājumos akcentēta nepieciešamība stiprināt cilvēkresursu kapacitāti, nodrošināt ilgtspējīgu finansējumu un izveidot vienotu datu koplietošanas sistēmu, lai nodrošinātu rīcībpolitikas mērķu sasniegšanu. The aim of the bachelor thesis “The security of Latvia's information space - policy analysis” is to assess the compliance of Latvian information space security policy with the criteria derived from the theoretical models of ideal policy implementation and policy transfer. The theoretical framework of the paper is based on the theory of ideal policy implementation as well as the theory of policy transfer. The research is conducted using a qualitative research design strategy. The research employs a document analysis approach, looking in depth at policy legislation and planning documents. The results show that the Latvian information space security toolkit policy has a strong correspondence to the ideal policy implementation and policy transfer preconditions, however, especially in the aspects of resources and coordination, gaps are revealed that undermine the practical realisation of the set objectives. The conclusions of the paper highlight the need to strengthen human capacity, secure sustainable funding and establish a common data sharing system to ensure the achievement of the policy objectives.
