Inovāciju diplomātijas izpēte ārlietu dienestos: Latvijas, Lietuvas un Igaunijas salīdzinājums

Abstract

Maģistra darbā aplūkota inovāciju diplomātijas attīstība Baltijas valstu ārlietu dienestos laika posmā no 2015. līdz 2025. gadam. Izmantojot Jos Leitena (Jos Leijten) teorētisko modeli un kvalitatīvu dokumentu analīzi, pētījumā analizēta Latvijas, Lietuvas un Igaunijas institucionālā pieeja inovāciju diplomātijai, īpaši izceļot politiskās gribas, institucionālās kapacitātes un starptautiskās sadarbības nozīmi. Iegūtie rezultāti liecina, ka visās trīs valstīs ir vērojama būtiska virzība uz priekšu, taču attīstības temps un stratēģiskā integrācija atšķiras. Darbs sniedz ieguldījumu inovāciju diplomātijas teorētiskajā izpratnē un piedāvā rekomendācijas politikas pilnveidei ārlietu un inovāciju pārvaldībā.

This master’s thesis explores the development of innovation diplomacy within the foreign ministries of Latvia, Lithuania, and Estonia from 2015 to 2025, applying Jos Leijten’s analytical framework to evaluate political commitment, institutional structures, resource allocation, international cooperation, diplomatic instruments, policy integration, and monitoring mechanisms. The theoretical section examines the evolution of innovation diplomacy as a strategic tool in international relations, while the empirical analysis compares national approaches based on official documents, strategic plans, and foreign policy reports. The results show that the effectiveness of innovation diplomacy in the Baltic States is closely tied to the level of political will and institutional maturity, with Estonia emerging as a regional leader. The study concludes that a coherent and well-resourced innovation diplomacy strategy can enhance national competitiveness and global engagement.
