Abstract

Viens no nozīmīgākajiem demokrātijas principiem ir sabiedrības un pārvaldības iestāžu sadarbība. Pašvaldības ir institūcijas, kas sabiedrībai atrodas vistuvāk, tādēļ ļoti svarīgi, lai tās spētu veidot sadarbību un dialogu ar pašvaldības iedzīvotājiem. Viena no vietējās kopienas iesaistes metodēm pašvaldības darbā ir iedzīvotāju iesaistīšana lēmumu pieņemšanas un īstenošanas procesā. Tomēr pastāv dažādas problēmas un šķēršļi, kas nereti traucē īstenot aktīvu, veiksmīgu iedzīvotāju līdzdalību procesos. Pētījumā “Iedzīvotāju līdzdalības iespējas pašvaldības procesu pārvaldībā Valmieras novadā” mērķis ir konstatēt tendences iedzīvotāju līdzdalības mehānismos, kā arī apskatīt pašvaldībai gatavību iesaistīt iedzīvotājus lēmumu pieņemšanas un realizēšanas procesā Valmieras novadā. Teorētiskā daļā aplūkoti pašvaldību un iedzīvotāju jēdzieni, to sadarbības attīstība līdz mūsdienām, teorētiķu viedokļi, kā arī ārvalstu pieredze. Praktiskā daļā savukārt veikta iedzīvotāju anketēšana un pašvaldības pārstāvju intervēšana un ekspertu intervēšana. Lai iegūtu visaptverošu viedokli un noskaidrotu nostāju, anketa un intervijas tika veidotas, pielāgojot tās atbilstoši gan iedzīvotājiem, gan pašvaldībai, gan ekspertiem. Analīze veikta salīdzinot iedzīvotāju, pašvaldību un ekspertu datu apkopojums. Rezultātā noskaidrots, ka iedzīvotāju līdzdalības līmenis lēmumu pieņemšanā ir visai zems, par iemeslu minot neticību savām spējām kaut ko ietekmēt, tiesību nepārzināšanu, kā arī pašvaldību vājo iniciatīvu. Savukārt pašvaldības par sabiedrības pasivitātes cēlonim min tās zemo motivāciju, laika un finansiālos resursu nepietiekamību, kā arī sabiedrības nekompetenci svarīgos jautājumos.

One of the most important principles of democracy is the cooperation between society and management. Local governments are the institutions closest to society, it is very important for them to be able to find contact and establish dialogue. One of the most effective methods is the involvement of residents in the decision-making and implementation process. However, there are various problems and obstacles that often hinder active, successful participation of residents. The aim of the study “Opportunities for Citizen Participation in the Management of Municipal Processes in Valmiera Municipality” is to identify trends in citizen participation mechanisms, as well as to examine the willingness of the municipality to involve citizens in the decision-making and implementation process in Valmiera Municipality. The theoretical part examines the concepts of municipalities and residents, their collaboration development to the present day, the views of theorists, and foreign experiences. The practical part involves surveying residents and interviewing representatives of the municipality as well as experts. To obtain a comprehensive opinion and clarify positions, the survey and interviews were designed and adapted for both residents, the municipality, and experts. The analysis was conducted by comparing the data collection of residents, municipalities, and experts. As a result, it was found that the level of participation of residents in decision-making is quite low, with the reasons cited being lack of faith in their ability to influence something, lack of knowledge of their rights, and weak initiative on the part of local governments. In turn, local governments cite low motivation, lack of time and financial resources, and incompetence of the public on important issues as the cause of public passivity.
