Diasporas interešu aizstāvība Argentīnā un Brazīlijā: Baltijas valstu gadījumu analīze

Abstract

Maģistra darba nosaukums ir “Diasporas interešu aizstāvība Argentīnā un Brazīlijā: Baltijas valstu gadījumu analīze”. Šī pētījuma mērķis ir vērsts uz to, lai aplūkotu, kā trīs Baltijas valstis – Lietuva, Latvija, Igaunija – īsteno savu diasporas kopienu interešu aizstāvību tajās valstīs, kur nav šo valstu oficiālās pārstāvniecības, par piemēru ņemot Argentīnu un Brazīliju. Darbā tiek aplūkotas diasporas tiesības un pienākumi, kā arī līdzsvars starp valstu piedāvāto atbalstu un diasporas iespējām saiknes uzturēšanai ar dzimteni. Maģistra darba ietvaros tika identificēta un analizēta literatūra par diasporu un interešu aizstāvību, kā arī ar daļēji strukturētu interviju palīdzību analizēta mijiedarbība starp Baltijas valstu īstenoto politiku un diasporas iniciatīvām. Darbā ir novērojama novitāte, kas izpaužas tā fokusā uz valstīm, kurās nav oficiālas diasporas dzimtenes pārstāvniecības. Šis aspekts diasporas pētniecībā, tai skaitā Baltijas valstu gadījumā, līdz šim ir maz pētīts. Darbā tiek secināts, ka diasporas interešu aizstāvības nodrošināšanai nozīmīga ir gan valstu īstenotā politika, gan arī diasporas spēja pašorganizēties.

The title of the master's thesis is “Advocacy of Diaspora Interests in Argentina and Brazil: Case Analysis of the Baltic States”. The aim of this study is to examine how the three Baltic states – Lithuania, Latvia, Estonia – implement advocacy of the interests of their diaspora communities in countries where the Baltic States do not have official representations, for example Argentina and Brazil. The thesis examines the rights and obligations of the diaspora, as well as the balance between the support offered by the states and the diaspora's opportunities to maintain ties with the homeland. The master's thesis identified and analyzed the literature on diaspora and advocacy, and analyzed the interaction between the policies implemented by the Baltic States and diaspora initiatives using semi-structured interviews. The thesis is novel in that it focuses on countries where there is no official representation of the diaspora's homeland. This aspect has been little studied in diaspora research, including in the case of the Baltic States. The thesis concludes that both the policies implemented by the states and the ability of the diaspora to self-organize are important for ensuring advocacy of diaspora interests.
