Sporta diplomātija: Olimpiskās spēles kā starptautisko attiecību platforma (2014–2024)

Abstract

Šajā maģistra darbā ir aplūkotas olimpiskās spēles kā sporta diplomātijas un maigās varas instruments desmitgadē no 2014. līdz 2024. gadam. Pētījuma galvenais mērķis bija apzināt veidus, kā rīkotājvalstis izmantoja olimpiskās spēles, lai sasniegtu ārpolitiskās ambīcijas, radītu labvēlīgu starptautisku tēlu un vairotu diplomātisko ietekmi uz pasaules arēnā. Darbā analizētas sešas Olimpiskās spēles: Soči 2014, Riodežaneiro 2016, Phjončhana 2018, Tokija 2021, Pekina 2022 un Parīze 2024. Pētījuma pamatā ir starpdisciplināra pieeja, kas apvieno starptautisko attiecību, publiskās diplomātijas un kultūrpolitikas teorijas. Izmantojot politiskās vides kvalitatīvo analīzi, oficiālo retoriku un maigās varas instrumentus, kā arī ņemot vērā starptautiskās reakcijas, autore secina, ka olimpisko spēļu efektivitāte diplomātiskos nolūkos būtiski mainījās atkarībā no politiskā klimata, starptautiskās sabiedriskās domas un valsts iekšējās leģitimitātes pakāpes. Galu galā rezultāti apstiprina, ka olimpiskās spēles kalpoja ne tikai kā platforma starptautiskai sporta mijiedarbībai, bet arī kā efektīvs līdzeklis ārpolitikas pozicionēšanai. Rakstā uzsvērta olimpiādes kā mūsdienu publiskās diplomātijas instrumenta nozīme un sniegti daži ieteikumi turpmākiem pētījumiem galveno sporta notikumu un starptautiskās komunikācijas jomā.

This master's thesis examines the Olympic Games as a tool of sports diplomacy and soft power over the decade from 2014 to 2024. The main objective of the study was to identify the ways in which host countries used the Olympics to achieve foreign policy ambitions, create a favorable international image, and enhance diplomatic influence on the world stage The work analyzes six Olympic Games: Sochi 2014, Rio de Janeiro 2016, Pyeongchang 2018, Tokyo 2021, Beijing 2022, and Paris 2024. The study is based on an interdisciplinary approach combining theories of international relations, public diplomacy, and cultural policy. By using qualitative analysis of the political environment, official rhetoric, and soft power instruments, and taking into account international reactions, the author concludes that the effectiveness of the Olympic Games for diplomatic purposes varied significantly depending on the political climate, international public opinion, and the degree of domestic legitimacy of the country. Ultimately, the results confirm that the Olympic Games served not only as a platform for international sports interaction, but also as an effective means of foreign policy positioning. The paper highlights the importance of the Olympics as a tool of contemporary public diplomacy and offers certain recommendations for further research in the field of major sporting events and international communications.
