Krievijas "ēnu flotes" ierobežošana Baltijas jūrā vides aizsardzības kontekstā

Abstract

Krievijas iebrukums Ukrainā ir radījis virkni negatīvu seku globālajā ekonomikā. Plašo pret Krieviju vērsto sankciju apmērs ir rosinājis pretreakciju no Krievijas puses, tādējādi progresējot tādiem “veidojumiem” kā – ēnu flote, kas radīta ar mērķi apiet sankcijas. Šis termins nav jauns, tomēr šobrīd mūs ietekmē tieši, jo tās darbības notiek tepat – Baltijas jūrā. Darba mērķis ir noskaidrot, kādus tiesiskus ierobežojošus mehānismus var pielietot pret ēnu floti Baltijas jūrā, īpaši izceļot vides aizsardzību kā galveno vērtību šī mērķa sasniegšanai. Tādējādi uzdevumi: izprast ēnu floti un tās radītos riskus, pielietot šos riskus kā atskaites punktu iespējamā regulējuma ieviešanai. Tiek piedāvāti risinājumi tiesiskā regulējuma uzlabošanai, sadarbības veicināšanai starp valstīm, lai mazinātu radītos riskus un aizsargātu Baltijas jūru. Russia's invasion of Ukraine has generated number of negative consequences for the global economy. The scale of the extensive sanctions against Russia has prompted a counter-reaction from Russia, leading to the development of “formations” such as a shadow fleet, which was created with the aim of circumventing sanctions. The term “shadow fleet” is not new, however, considering it’s presence in Baltic Sea, it now affects us directly. The objective of Bachelor thesis is to find out what legal restrictive measures can be applied against the shadow fleet in the Baltic Sea, especially highlighting environmental protection as the main value for achieving this goal. Thus, the tasks are: to understand the shadow fleet and the risks it poses, to use those risks as a reference point for the introduction of possible regulations. Solutions are offered for improving legal framework and promoting cooperation between countries to mitigate risks and protect the Baltic Sea.
