Pieminekļu apsaimniekošanas juridiskās problēmas pašvaldībā

Abstract

Mūsdienās arvien vairāk tiek pievērsta uzmanība kvalitatīvai un estētiski bagātai pilsētvidei. Liela loma šajos jautājumos ir pašvaldībai. Viens no būtiskākajiem izaicinājumiem šajā kontekstā ir labas pārvaldības principu ievērošanu, kas ietver efektīvu resursu izmantošanu, sabiedrības iesaisti un lietderīgu lēmumu pieņemšanu, šie aspekti ir īpaši nozīmīgi kultūrvēsturiskā mantojuma, tai skaitā, pieminekļu apsaimniekošanā. Maģistra darba tēma izriet no sabiedrības vajadzībām pilnveidot publiskās pārvaldes pieeju pieminekļu apsaimniekošanā, tai skaitā, īpašumu tiesību sakārtošanu un aizsardzību. Akcentējot nepieciešamību sakārtot normatīvos aktus, tā veicinot labas pārvaldības piemērošanu pieminekļu apsaimniekošanai pašvaldībā. Tādējādi stiprinot ne tikai pašvaldības atbildību un iedzīvotāju uzticēšanos, bet arī attīstīt ilgtspējīgu kultūrvēsturiskā mantojuma saglabāšanas mehānismu.

Nowadays, more and more attention is paid to a qualitative and aesthetically rich urban environment. Local government plays a major role in these issues. One of the most important challenges in this context is compliance with the principles of good governance, which includes the efficient use of resources, public involvement and effective decision-making, these aspects are especially important in the management of cultural and historical heritage, including monuments. The topic of the master's thesis arises from the needs of society to improve the public administration's approach to the management of monuments, including the arrangement and protection of property rights. Emphasizing the need to arrange regulatory acts, thereby promoting the application of good governance to the management of monuments in local government. Thus, strengthening not only the responsibility of the local government and the trust of residents, but also developing a sustainable mechanism for the preservation of cultural and historical heritage.
