Latvijas Satversmes sapulce 1920. – 1922. gadā: krievu deputātu politiskā darbība

Abstract

Darba mērķis ir izpētīt krievu deputātu darbību Satversmes sapulcē, kā arī tos vēsturiskos un politiskos faktorus, kas ietekmēja viņu politisko līdzdalību. Balstoties uz Satversmes sapulces arhīva fonda materiāliem, sapulces stenogrammām un tā laika preses publikācijām, secināts, ka atsevišķi krievu deputāti aktīvi iesaistījās likumdošanas procesā un centās pārstāvēt Latvijas krievu intereses. Tomēr efektīvu darbību kavēja savstarpējās nesaskaņas Latvijas krievu sabiedrībā un politiskajā elitē. Katrs deputāts bieži pārstāvēja šauras vēlētāju grupas intereses, nespējot vienoties par kopīgu pozīciju jautājumos, kuri bija būtiski priekš vietējiem krieviem. Šāda sašķeltība noveda pie tā, ka krievu minoritāte ieguva mazāku pārstāvniecību pirmajā Saeimā, un līdzīga situācija saglabājās visā Latvijas demokrātiskajā periodā.

The aim of this thesis is to examine the activities of Russian deputies in the Constitutional Assembly of Latvia, as well as the historical and political factors that influenced their political participation. Based on archival materials, transcripts, and press publications. It has been concluded that some Russian deputies actively participated in the legislative process and sought to represent the interests of Latvia’s Russian population. However, their effectiveness was hindered by disagreements within the Russian community and political elite. Each deputy often represented the interests of a group of voters, failing to agree on a unified position on issues important to local Russians. This resulted in reduced representation of the Russian minority in the first Saeima, which continued throughout the democratic period of Latvia.
