Jūras vēja enerģija var sniegt būtisku ieguldījumu jaunās enerģētikas politikas mērķu sasniegšanā. Tādēļ ir nepieciešams jūras vēja enerģijai rast skaidru un stabilu regulējumu. Darba mērķis ir izpētīt jūras vēja parka jēdziena saturu un noskaidrot, kādi normatīvo aktu uzlabojumi būtu nepieciešami, lai radītu skaidrus priekšnosacījumus jūras vēja parku izveidošanai Latvijas Republikas jūras piekrastes ūdeņos. Īpaša uzmanība ir pievērsta jūras piekrastes ūdeņu īpašuma tiesību jautājumiem, kā arī šo publisko ūdeņu izmantošanas īpatnībām. Darba rezultātā ir izvirzīti vairāki priekšlikumi jūras piekrastes ūdeņu tiesiskā regulējuma uzlabošanai. Turklāt ir argumentēta nepieciešamība pieņemt jaunu likumu, kurš regulētu jūras ūdeņu izmantošanas kārtību, kā arī izstrādāt jūras telpisko plānu kā nacionālā līmeņa ilgtermiņa tematisko plānojumu. Offshore wind energy could potentially make an important contribution to the achievement of the goals of the new energy policy. Therefore, the necessity has arisen to establish clear and stable regulation for offshore wind energy. The goal of this Paper is to study the contents of the concept of offshore wind parks and ascertain what improvements to regulatory enactments are required to establish clear preconditions for the establishment of offshore wind parks within the Republic of Latvia’s coastal waters. Particular attention within this Paper is focussed on issues related to property rights for coastal waters, as well as the idiosyncrasies of the usage of these public waters. As a result of the Paper, a number of proposals have been set out for improving the legal regulation of coastal waters, including the adoption of a new law that would regulate the procedure for using coastal waters. In addition, an argument supporting the development of a maritime spatial plan as a long-term thematic plan at national level is put forward.
