Stratēģiskas nozīmes preču eksporta kontroles sistēmu efektivitāte cīņā ar starptautisko terorismu

Bakalaura darbā tiek analizēta starptautiskā terorisma ierobežošanas efektivitāte izmantojot stratēģiskas nozīmes preču eksporta kontroli. Ņemot vērā, ka terora aktus ļoti bieži veic izmantojot stratēģiskas nozīmes preces, viena no iespējam samazināt tos, ir ierobežot stratēģisko preču pieejamību. Lai eksporta kontrole darbotos efektīvi, tā tiek veikta vairākos līmeņos: starptautiskajā, nacionālajā un atsevišķos gadījumos arī reģionālā(piemēram, Eiropas Savienībā). Bakalaura darbā tiek analizēta starptautisko līgumu, Eiropas Savienības normatīvo tiesību aktu, Latvijas normatīvo tiesību aktu un eksporta kontroles režīmu, veidotās eksporta kontroles sistēmas efektivitāte un nepilnības After the tragical terrorist attacks in Europe and USA in last six years, it is clear that international terrorism is a growing problem that affects entire World, which need a solution. It is possible to fight with international terrorism in different ways, but not all actions are effective enough. Probably one of the most effective ways could be preventing the terrorists to get resources to carry out terrorist acts. The main resources are strategical goods, especially weapons of mass destruction. It could be realized by using the export controls of these types of goods.
The export controls of strategic goods are executed in three levels – national, international and sometimes, as it is in European Union, regional, which makes a joint legal system. To make this process effective all levels have to work coordinated, but the real execution of the export controls are carried out by every national state.
This system is enough effective to prevent legal export of strategical goods to states where terrorists could easily obtain them, but it cannot resolve this problem absolutely, because exists different illegal ways to transfer these kind of goods for example - smuggling.
