Šajā darbā tiek apskatīta agrāro reformu pieredze Latvijā 20.gadsimtā. Pamatā agrārās reformas tiek apskatītas izejot no 3 dažādiem vēsturiskiem posmiem.
1.nodaļā aplūkota starpkaru perioda zemes reforma Latvijā. Tiek pētīti reformas procesi, agrārās reformas likuma un citu likumu normas, kā arī izvērtēta reformas sākotnējā motivācija un reformas gala rezultāti.
2.nodaļā tiek izpētītas padomju laikā ieviestās izmaiņas zemes tiesiskajās attiecībās Latvijā. Īpaši izcelts zemes nacionalizācijas fakts un lauksaimniecības kolektivizācijas norises.
3.nodaļā aplūkota agrārā reforma Latvijā pēc neatkarības atjaunošanas. Izanalizēts reformas aizsākums 20.gadsimta 80.gadu otrajā pusē, aplūkoti likumdevēju izdotie normatīvie akti attiecībā uz zemes reformu pēc Latvijas Republikas neatkarības atjaunošanas. Tiek aplūkota denacionalizācijas un privatizācijas procesa norise. This paper examines the experience of agricultural reforms in Latvia in the 20th century. The agricultural reform experience is assessed based on three historical time periods.
Chapter 1 examines the inter-war period land reform in Latvia. Reform processes and norms of the Law on Agricultural Reform and other laws are explored, and the initial motivation and reform results are evaluated.
Chapter 2 explores the amendments made to the land legal relations in Latvia in the Soviet period. We focus on the fact of land nationalization and the collectivization process of agriculture.
Chapter 3 reviews agricultural reform in Latvia after regaining independence. The author analyses the reform initiation in the 20th century, the second half of 1980s, examining the regulations published by legislators, which concern the land reform after recovery of independence. Restitution and privatization processes are examined.
