Administratīvā procesa īpatnības teritorijas plānošanā

Abstract

Pētījuma mērķis ir analizēt administratīvo procesu un tā elementus teritorijas plānojumā, pašvaldību pārraudzību teritorijas plānojumu un detālplānojumu izstrādē un būvniecībā, trešo personu subjektīvo tiesību aizsardzības mehānismu šajā jomā. Bakalaura darba uzdevums ir izpētīt Latvijas teritorijas plānojuma ārējās kontroles robežas un to īpatnējo dabu. Darbā tiek apskatīta teritorijas plānojuma būtība, tā tiesiskā daba un sabiedrības un indivīda interešu samērošanas problēmas teritorijas plānojuma kontekstā.

The study aims to analyze the administrative process and the elements of territory planning, municipal planning, the supervision of the territory planning development and the mechanism of protecting a third person`s subjective rights in this field. The mission of this study is to explore the external control borders of territory planning and their specific nature. This study examines the nature of planning, the legal nature and the problems of campatibility between the interests of society and the individual throughout the planning process.
