Bakalaura darba temats ir „Tautas vēlēts Valsts prezidents”.
Pirmajā nodaļā autors ir apskatījis Valsts prezidenta jēdzienu un institūta rašanās vēsturi. Valsts prezidenta institūts ir atvasināts no monarha institūta. Mūsdienās Valsts prezidenti lielā mērā ir aizstājuši monarhus, jo tautas tiešā vai netiešā veidā neievēlēts valsts galva nav savienojams ar demokrātijas prinipiem. Pirmajā nodaļā ir apskatīta arī Valsts prezidenta vieta varas dalīšanas sistēmā, kā arī dažādu atzītu domātāju atziņas par Valsts galvas institūtu.
Darba otrajā nodaļā, izmantojot salīdzinošo metodi, autors ir apskatījis pasaulē pastāvošos Valsts prezidenta ievēlēšanas veidus. Divi izplatītākie subjekti, kas ievēl Valsts prezidentu, ir parlaments un tauta, savukārt elektoru kolēģija ir krietni retāk sastopama. Šajā nodaļā ir aplūkota arī divu Eiropas valstu, Moldovas un Somijas, Valsts prezidenta ievēlēšanas konstitucionālā regulējuma izmaiņu pieredze. Šo abu valstu piemērs rāda, ka konstitūcijas grozījumiem ir jābūt pārdomātiem, tos nedrīkst sasteigt, un tikai tad grozījumi būs efektīvi.
Trešajā un pēdējā nodaļā, kas ir visapjomīgākā un būtiskākā, autors ir analizējis Latvijas Valsts prezidenta ievēlēšanas kārtības konstitucionālo regulējumu, tā tapšanu un grozījumu projektus. Trešajā nodaļā ir apskatīta un analizēta arī tautas vēlēta prezidenta ieviešanas Latvijā aktualitāte. Nodaļas beigās autors ir izklāstījis savus argumentus, kādēļ Latvijā būtu jāievieš tautas vēlēta Valsts prezidenta institūts, apskatot gan esošā, gan vēlamā regulējuma priekšrocības un trūkumus. Galvenais ieguvums no tautas vēlēta prezidenta ieviešanas būtu lielāka tautas līdzdalība politiskajos procesos, kā arī prezidenta ciešāka saikne ar tautu. The subject of the Bachelor’s paper is „Directly elected president”.
In the first chapter author has surveyed the concept of president of the state and its history. President of the state is derived from monarch of the state. Today presidents have mostly replaced monarchs, because the head of the state, who has not been elected directly or indirectly by the nation, is not compatible with principles of democracy. In the first chapter there has been examined the place of president in model of separation of powers and some thoughts of well known philosophers about the head of the state.
In the second chapter author has used the contrast method, to survey way of presidential election in the world. Two most common subjects, that elect the president of the state, are the parliament and nation itself, while electoral college is not so common. In this chapter there has been surveyed the experience of two European countries, Moldova and Finland, that have changed their constitutional regulations concerning the way of presidential election. The examples of both of these countries shows, that alterations of constitution must be well considered and they cannot be rushed, only then alterations are going to be effective.
In the third and the last chapter, that is the longest and the most important, author has analyzed the constitutional regulation of presidential election in Latvia, the making of regulation and alteration projects. In the third chapter there has been surveyed and analyzed the topicality of possible establishment of directly elected president in Latvia. In the end of the chapter author has stated his arguments why Latvia should establish directly elected president, considering the pros and cons of both actual and possible regulations. The best gain of establishment of directly elected president would be the better participation of nation in the political processes, and also closer link between president and nation.
