Terorisma novēršanas un apkarošanas problēmas

Abstract

Gandrīz ikvienas valsts nopietnākais izaicinājums drošības jomā šobrīd ir terorisma drauds un tā novēršana. Bakalaura darba “Terorisma novēršanas un apkarošanas problēmas”mērķis ir analizēt terorisma būtību, reālos draudus, organizācijas, kuras iesaistas terorisma apkarošanā, kā arī tā novēršanas problēmas un pierādīt, ka terorisma draudu ietekmē ikvienu cilvēku un valsti, un terorisma novēršana ir kļuvusi par svarīgu aktualitāti. Darba uzdevums ir apzināt terorisma jēdzienu un būtību, izpētīt tā regulējumu Latvijas tiesību aktos, kā arī starptautiskajos normatīvajos aktos. Lai izprastu terorisma būtību, svarīgi ir arī apzināt tā vēsturisko attīstību un cēloņus. Viens no svarīgākajiem uzdevumiem ir analizēt terorisma savlaicīgas novēršanas priekšnosacījumus starptautisko un LR institūciju mehānismus terorisma novēršanā. Darba autors aplūko terorisma vēsturisko attīstību, cēloņus un būtību, terorisma jēdziena būtību un terorisma veidus, kā arī pēta terorisma novēršanas tiesisko pamatojumu, savlaicīgas novēršanas priekšnosacījumus un mehānismus, kā arī LR preventīvos pretterorisma pasākumus valstī. In almost every country the most serious security challenge today is the terrorist threat and its prevention . Bachelor thesis on "Prevention and Combating the problem " is to analyze the nature of terrorism , the immediate threat to organizations who engage in terrorism, as well as the prevention of problems and show that the threat of terrorism affects every human being and the state, and the prevention of terrorism has become an important relevance . The goal of this work is to identify the nature of the concept of terrorism and to explore the regulation of Latvian law , and international law. To understand the nature of terrorism , it is also important to identify the historical development and causes. One of the most important tasks is to analyze the conditions for the prevention of terrorism in time of international institutions and mechanisms LR terrorism prevention . The author examines the historical evolution of terrorism , the causes and nature of terrorism, the concept of the nature and types of terrorism and explores the prevention of terrorism legal basis , and allowing for timely prevention mechanisms , as well as the Ministry of preventive counter-terrorism measures in the country.
