Darbs identificē un risina aktuālas problēmas teritorijas plānošanas tiesiskajā regulējumā, tiesību normu piemērošanā un to jaunradē. Ņemot vērā apskatīto problēmu raksturu, darbs sadalīts četrās nodaļās. 1.nodaļā autors analizē teritorijas plānošanas jēdzienu, salīdzina citu valstu plānošanas jēdzienus, nošķir jēdzienu „telpiskā plānošana”. Darba 2.nodaļā cita starpā norādīts uz nacionālā līmeņa teritorijas plānojuma neesamības trūkumu, izvirzīti vairāki ieteikumi teritorijas plānošanas tiesību normu pilnveidei. Savukārt darba 3. un 4.nodaļā īpaša uzmanība tiek pievērsta sabiedrības līdzdalības tiesību ievērošanai, tiesībām vērsties tiesā ar vidi saistītu jautājumu risināšanā un rīcībai teritorijas plānojumu tiesiskuma uzraudzības uzlabošanai. Darba kopsavilkumā izvirzīti priekšlikumi būtiskāko teritorijas plānošanas problēmu novēršanai. The title of master’s work is “Topical legal problems of spatial planning”.
