Valsts civildienesta problēmas un iespējamie risinājumi

Abstract

Maģistra darbā aprakstīta esošā situācija un normatīvais regulējums Latvijas valsts pārvaldes darbībā, civildienesta izveidošanas gaita pēc valstiskās neatkarības atjaunošanas, analizēti civildienesta procesu vadīšanas un darbības problemātiskie jautājumi un sniegti ieteikumi situācijas uzlabošanai. Darba izstrādes gaitā veikts pētījums, izdarot anketēšanu valsts pārvaldes iestāžu darbinieku vidū. Aptaujā ietverti 11 jautājumi par valsts civildienestu vispār, par darbinieku motivāciju darbam valsts iestādēs, nepieciešamajiem uzlabojumiem normatīvajos aktos, attieksmi pret Valsts civildienesta pārvaldi un Valsts administrācijas skolu. Pētījuma mērķis bija noskaidrot valsts civildienesta iestādēs, pamatā civildienesta ierēdņu amatā strādājošo, attieksmi par aktuāliem jautājumiem valsts pārvaldes un valsts civildienesta jomā un secināt iespējamos nepieciešamos grozījumus normatīvajos aktos, kas reglamentē valsts pārvaldes iestāžu darbinieku un ierēdņu darbību. Vērtējot esošo situāciju valsts pārvaldē, īpaši civildienestā, analizējot veiktā pētījuma rezultātus un spēkā esošos normatīvos aktus, kuri reglamentē valsts pārvaldē strādājošo darbības efektivitātes novērtēšanu, atalgojuma un sociālo garantiju noteikšanu, personāla apmācību un kvalifikācijas celšanu, secināms, ka nepieciešams veikt būtiskas izmaiņas vairākos normatīvajos aktos, izdarot tajos grozījumus vai atsevišķus dokumentus pieņemot jaunā redakcijā. Nepieciešams meklēt jaunus risinājumus valsts pārvaldes iestāžu un tajās strādājošo funkciju analīzei, darbības novērtēšanai, darbinieku motivācijai, kā arī būtiski mainīt – uzlabot – valsts pārvaldes tēlu sabiedrības un pašu tajā strādājošo acīs.

Master’s paper addresses a current situation and the legal framework of the Latvian State administration, establishment of civil service after restoration of national independence. Management of civil service processes and problematic issues are analyzed here and proposals have been produced for improvement of the situation. In the course of preparation of the Master’s paper a study has been carried out by inquiring employees of governmental institutions. The inquiry contains 11 questions concerning the State civil service in general, motivation of employees in governmental institutions, the necessary improvement of legislation, attitude towards the State Civil Service Board and the State Administration School. The aim of the study was to clarify what attitude has developed employees while working in the State civil service establishments towards topical issues in the domain of the State administration and civil service and to make conclusions on the necessary amendments to existing legislation governing functions of the State administration employees and civil servants. Upon assessment of the existing situation in the State administration, particularly in civil service and analyzing results of the study as well as the currently valid legislation governing efficiency evaluation of employees engaged in the State administration, determination of salaries and social guarantees, staff trainings and improvement of qualification it can be concluded that considerable changes must be carried out in some legislation by amending them or drawing up new versions of some regulatory enactments. It is necessary to seek new solutions for analysis of functions of governmental institutions and their employees, evaluation of their efficiency and motivation as well as to considerably change – improve the image of the State administration in the eyes of a wider public and employees themselves.
