Abstract

Bakalaura darba tēma ir „Zemes reformas pabeigšanas tiesiskie aspekti un aktuālās problēmas lauku apvidos”. Bakalaura darba mērķis ir analizēt un pētīt zemes reformas pabeigšanas procesa tiesiskā regulējuma aspektus un tā īstenošanas problēmas lauku apvidos. Lai novērtētu zemes reformas pabeigšanas procesu, ir nepieciešams izvērtēt zemes reformas izpildes kārtības svarīgākos posmus. Zemes reformas pabeigšanas procesā ir iesaistītas vairākas institūcijas, tai skaitā, Centrālā zemes komisija, Valsts zemes dienests. To kompetencē ir zemes reformas pabeigšanas process. Liela nozīme ir arī to savstarpējai sadarbībai. Zemes reformas pabeigšanas procesa tiesiskais regulējums satur vairākas nepilnības. Autore par būtiskiem un tālākai analīzei izvirza sekojošus jautājumus: zemes reformas pabeigšanai paredzētā zeme un tās regulējums, īpašuma tiesību atjaunošana bijušajiem īpašniekiem īpaši aizsargājamās dabas teritorijās, zemes kadastrālā uzmērīšana bijušajiem zemes īpašniekiem par valsts budžeta līdzekļiem zemes reformas ietvaros.

The subject of this Bachelor thesis is - Legal aspects and actual problems of completion of the land reform in rural areas. The aim of this work is to analyse and explore completion of the land reform in rural areas, its legal aspects and associated problems. In order to evaluate the process of the completion of the land reform, it is necessary to review the most important phasis in the implementation of the land reform. Several state institutions are involved in the completion of the land reform, including The Central Land commission and The State Land service. They have different tasks and competence given by the law for completion of the land reform. Mutual cooperation among those institutions is of great significance. The present legislative framework for completion of the land reform in rural areas has certain drawbacks. Author of this Bachelor thesis considers the following issues to be the most important for further examination: land registered for the needs to complete the land reform in rural areas and respective regulation, restitution of land to the former owners in Strict nature reserve areas, cadastral land survey of the restituted land to the former owners and its financing by the State budget.
