Informatīvā nodrošinājuma izmantošanas process Iekšlietu ministrijas struktūrās pētīts ļoti maz. Tā kā autores ikdienas darbs saistīts ar informācijas aprites nodrošināšanu Olaines policijas iecirknī un strauja informācijas tehnoloģiju attīstība ir ietekmējusi visas tautsaimniecības nozares, tajā skaitā valsts pārvaldes un pašvaldību institūciju procesus, tāpēc pētījums ir veltīts informatīvā nodrošinājuma izpētei.
Pētījuma autores interese par šo jautājumu noteica pētījuma mērķi - uz teorētisko un praktisko materiālu pamata izpētīt Valsts policijas Olaines iecirkņa informatīvo nodrošinājumu.
Pētījums iepazīstina ar informācijas nodrošinājuma jēdzienu un tā saturu, Olaines policijas iecirkņa struktūru, dienestu sadalījumu, kas ļauj precīzāk noteikt tieši to policijas darbības sfēru, kurā visbiežāk un visnepieciešamāk veicot ikdienas darbu, tiek izmantotas elektroniskās informācijas sistēmas.
Pētījumā tiek analizēti spēkā esošie Latvijas Republikas normatīvie akti un Latvijai saistošie starptautiskie akti, kas regulē informatīvā nodrošinājuma jomu. Darbā detalizēti pētīts kā tiek organizēta informācijas plūsma Valsts policijā un problēmas, ar kādām sastopas policijas darbinieki lietojot informācijas sistēmas. Darba nobeigumā sniegti secinājumi un priekšlikumi Olaines policijas iecirkņa darbības pilnveidošanai un informācijas efektīvākai izmantošanai dienesta pienākumu pildīšanā. Policijas darbā būtiski pievērst vairāk uzmanības informatīvā nodrošinājuma pilnveidošanai, īpaši pievēršot uzmanību pieejamās informācijas operatīvai izmantošanai - mācoties izmantot, klasificēt, novērtēt zīmīgus datus un paaugstinot datorprasmes. Regulāri jāatjauno informācija valsts pārvaldes iestāžu mājas lapās, tas nodrošinātu informācijas aprites efektivitāti. Jānovērš informācijas dubulta ievadīšana un glabāšana – uzskaites žurnālos un elektroniskajās datu bāzēs. Būtu lietderīgi atteikties no žurnāliem, kas ir mazefektīvi informācijas meklēšanai. Tāpat būtiski būtu izvērtēt patreizējo sadrumstaloto IS reglamentējumu, lietderīgi būtu izveidot vienotu normatīvo dokumentu, kurā apkopotu atsevišķos dokumentus, jo daļa normatīvo aktu tekstuāli ir līdzīgi.
Pētījums tika veiks no 2010. gada 1.aprīļa līdz 2010.gada 1.novembrim. Pētījuma veikšanas bāze - Iekšlietu ministrijas Valsts policijas Rīgas reģiona pārvaldes Olaines iecirknis. SUMMARY
Informative Provision in the operation of Olaine Station
The process of using of information technologies in the structural units of the Ministry of Interior has been studied a little. The author's daily work is related to the providing of information flow in the Olaine Police Station. Development of information technologies is impacted to all industrial branches, including processes of state governmental and self-governmental institutions; therefore this research is devoted to the processes of informative provision.
Actuality of the theme and the interest of the author set the aim of the research – to theoretically analyze and practically evaluate the informative provision of the Olaine Police Station.
The research introduces the concept of informative provision and its content, the structure of the Olaine Police Station, services, that allows better define the part of the police work, where information technologies and information systems are used more intensive.
There are analyzed the current legislation of the Republic of Latvia and international laws that regulate informative provision field. The research detailed analyzes the organization of information flow in the State Police and the problems encountered by police officers using information systems. At the final part conclusions and proposals are given for the further development of the Olaine Police Station and more effective usage of information in service.
It is essential to pay more attention to improvement of informative provision, especially for the information available for operational use - learning to use, classify and evaluate data and notable increase computer literacy. Regularly updated information on web sites of state governmental institutions would provide effectiveness of information flow. It is necessary to prevent duplication of data – in register books and databases. It would be useful to withdraw from the register books, which are ineffective for finding information. Also important would be to assess the existing fragmented rules about information systems, it would be useful to establish a single regulatory document summarizing some documents because they are textually similar.
The research has been performed from the 1st April 2010 to 1st November 2010. The basis of the research: Olaine District of the Riga Region Department of the State Police of the Ministry of Interior.
