Militārās izlūkošanas un drošības dienesta preventīvie pasākumi apdraudējuma jomā

Abstract

Darbā autors sniedz savu ieskatu Latvijas Republikas Valsts drošības iestāžu kopumā, un no šī kopuma izdalot atsevišķi vienu iestādi – Militārās izlūkošanas un drošības dienestu (MIDD). Darbā autors atspoguļo MIDD kompetenci un sniedz ieskatu dienesta kompetencē esošā apdraudējuma – Terorisma, Spiegošanas, Sabotāžas un Graujošās darbības (TESS) jomā. Apdraudējuma veidi tiek definēti un sniegts ieskats katrā no tiem. Darbā tiek norādīts uz problēmām, kas saistītas ar apdraudējuma identificēšanu un novēršanu. Autors sniedz nelielu ieskatu to pasākumu kopumā, kuri nepieciešami, lai pretdarbotos definētajam apdraudējumam, kā arī norāda uz problēmām praksē. Autors uzsver TESS prezentāciju, kā preventīvo pasākumu, kuru MIDD kā VDI sniedz AM un NBS personālam, lai to izglītotu apdraudējuma jomā. Autors norāda uz prezentācijas svarīgumu, un pozitīvajiem aspektiem, kā arī uz atsevišķiem trūkumiem un nepieciešamajiem uzlabojumiem. Ņemot vērā, ka MIDD ir operatīvās darbības subjekts un veic operatīvo darbību, lai realizētu savu kompetenci, autors darbā pieskaras atsevišķiem vispārējā veidā veicamajiem operatīvās darbības pasākumiem, tādiem kā – Operatīvā aptauja, Operatīvā uzziņa un Paraugu operatīvā iegūšana un izpēte. Autors analizē minētos pasākumus un norāda uz trūkumiem un nepilnībām, kā arī sniedz savu redzējumu trūkumu novēršanā.

With the paper, the author gives his insight into the state security institutions of the Republic of Latvia altogether and singling out one of them – the Defence Intelligence and Security Service (MIDD). Within the paper, the author displays the competence of the MIDD and gives insight into the threats under the competence of the service – Terrorism, Espionage, Sabotage and Subversion (TESS). The types of threat are defined and further explained. The paper specifies problems related to identification and prevention of the threat. The author considers the measures necessary to counteract the defined treat, as well as indicates the real-life problems. The author emphasises the TESS presentation as a preventive measure provided by the MIDD as a state security institution to the personnel of the Ministry of Defence and National Armed Forces to educate them on the issue of threat. The author points out the significance of the presentation, and the positive aspects, as well as particular faults and necessary improvements. Taking into account that the MIDD is subject of investigatory operations and performs investigatory operations in order to fulfil its competence, the author touches some of general investigatory operations measures like Investigatory questioning, Investigatory ascertainment and Investigatory acquisition and research of samples. The author analyses the given measures, indicates the faults and imperfections, and gives his vision on elimination of these faults.
