Abstract
Ekonomiskā krīze, publisko resursu samazināšanās, negatīvās tendences demogrāfijā, kā arī straujā globalizācija un pieaugošā konkurence ir galvenie faktori, kas noteikuši nepieciešamību ieviest uz rezultātu orientētas vadīšanas pieejas (stratēģiskā, kvalitātes, veiktspējas vadība) augstskolu institucionālajā vadīšanā. Promocijas darbā izpētīti veicinošie un kavējošie faktori uz rezultātu orientētu vadīšanas pieeju izmantošanā valsts augstskolu institucionālajā vadīšanā. Promocijas darba rezultātā izstrādāta metodoloģiska shēma vadīšanas pieeju izmantošanai, secināts, ka stratēģiskās un kvalitātes vadības efektīvu izmantošanu kavē nepietiekami izmantota atgriezeniskā saite par izpildes un darbības rezultātiem lēmumu pieņemšanā. Economic crisis, decrease of public resources, negative tendencies in demography, rapid globalization and increased competitiveness are the main factors which have determined necessity to introduce management by objectives approaches (strategy, quality, performance management) in institutional management of higher education institutions. Contributing factors and obstacles influencing the implementation of management by objectives approaches are researched. Methodological scheme of implementation of management by objectives approaches is developed. Effective implementation of strategy and quality management is prevented by lack of analysis of outcomes and performance results and application of feedback in decision making.
