Pašvaldības atbalsta politika ģimenēm ar bērniem un tās iespējas ietekmēt demogrāfisko situāciju (Viesītes, Jaunjelgavas, Neretas novadu piemērs)

Abstract

Maģistra darbā tiek pētīts, kādas ir pašvaldību iespējas sniegt lokālu atbalstu ģimenēm ar bērniem savu funkciju ietvaros, analizējot un salīdzinot trīs Latvijas novadus, lai uz tā pamata izdarītu slēdzienus, kas sniegtu pienesumu pašvaldību atbalsta politikas izpratnes veicināšanai. Darba mērķis ir izvērtēt pašvaldības iespējas autonomās kompetences realizēšanai ģimeņu ar bērniem atbalstā, tādējādi uzlabojot vispārējo demogrāfisko situāciju novadā, nodrošinot pašvaldības ilgtermiņa attīstību un izaugsmi. Darba rezultātā autore secina, ka sniegtais atbalsts pašvaldībās ir atšķirīgs un, kaut arī pieaudzis, tomēr ir būtiski nepietiekams. Tāpēc, balstoties uz veiktajām aptaujām un informācijas analīzi, autore sniedz neizmantoto iespēju izvērtējumu un priekšlikumus pašvaldību darba uzlabošanai izvirzītā mērķa sasniegšanai.

Master‘s work explores what are the local government‘s possibilities to offer local support for families with children within their functional frame, analyzing and comparing three Latvian districts, based on which conclusions will be made that can offer contributions to local government‘s support politics comprehension. The aim is to assess the capabilities of the local government for the autonomous competence realisation support for families with children, thus improving the overall demographic situation in the region, ensuring local government long-term development and growth. In the result the author concludes that the support by the local governments are different, even though have increased, however it is still fundamentaly insufficient. Therefore, based on surveys and information analysis, the author provides opportunity assesment and proposals for local government‘s work improvements in order to achieve the objective pursued.
